The development task of Baiyantan Reservoir is mainly irrigation, which has both flood control and rural domestic water supply, and also serves as an emergency standby water source for Xuanhan County and Dazhou City.
The irrigation area of Baiyantan Reservoir Project is mainly distributed in the downstream of the reservoir 176.07 km2, involving 2/kloc-0 townships in the southwest of Xuanhan County, such as Fengcheng, LAM Raymond, Huangjin, Puguang, Tangjun, Liuchi, Yue Ming, Dacheng and Hu Jia, and 4 townships in Tongchuan District, with a designed irrigation area of 29. The main buildings are concrete face rockfill dam, surface spillway tunnel, spillway tunnel and water intake tunnel, and the main buildings are of Grade III. Because the dam height of concrete face rockfill dam is more than 70m, according to Classification and Flood Standard of Water Conservancy and Hydropower Engineering (SL 252-2000), the grade of concrete face rockfill dam is upgraded from 1 to Grade 2, and the grade of secondary building is Grade 4. According to the relevant provisions of Code for Design of Irrigation and Drainage Engineering (GB 50288-99), the main buildings of canal system engineering should be Grade IV; The secondary building is level 5. According to the Seismic Parameter Zoning Map of China GB 18306—200 1, the basic seismic intensity in the working area is VI degree. According to DL/T5335—2006 Technical Specification for Investigation of Regional Structural Stability of Hydropower and Water Conservancy Projects, the regional structural stability is good.
