How to define counter-offer
Definition of counter-offer:

1. On the one hand, counter-offer refers to the act of accepting the original offer after the offeree expands, restricts or changes it.

2. On the other hand, a counter-offer means that the offeree raises an objection to the received offer or substantially changes the original offer, which cannot be regarded as an acceptance, but the counter-offer is also called a new offer.
