The moral status of administrative secretaries will directly affect the administrative efficiency of administrative organs. Therefore, it is of great theoretical and practical significance to analyze the current situation of the professional ethics of administrative secretaries in China and the reasons for the existing problems, and to improve the professional ethics of administrative secretaries from both subjective and objective aspects.

First, the classification and professional ethics of administrative secretaries in China at present.

Professional ethics is a moral code of conduct that administrative secretaries must follow in their daily work and the exercise of public power. According to the sampling survey of China Secretary Network, there are100000 secretaries in China. Among them, the administrative secretary accounts for about 30%. [1] The administrative secretary mainly refers to the personnel who are engaged in the management of office affairs in administrative organs at all levels and state-owned enterprises and institutions and provide intellectual services for leading organs. [2] From the perspective of professional division of labor, there are written secretaries, confidential secretaries, correspondence secretaries, letters and visits secretaries, affairs secretaries, foreign affairs secretaries and life secretaries. From the perspective of management ability, it can be divided into senior secretary, intermediate secretary and junior secretary. At present, the mainstream of professional ethics of administrative secretaries in China is positive. This is manifested in:

1. The concept of legal system has been enhanced. Thousands of years of feudal rule in the history of China led to the lack of democracy and legal system in China. The administrative secretaries of government organs, enterprises and institutions at all levels and universities at all levels generally realize that obeying the law and managing according to law are the important moral standards for secretaries in their daily work and administrative management.

2. Renewal of moral concepts. With the deepening of reform and opening up and the development of market economy, some old moral concepts have been greatly impacted. At the same time, some new moral concepts adapted to the market economy have also been formed. The moral concept of the administrative secretary has also undergone new changes. It is manifested in: the awareness of competition is enhanced and the concept of efficiency is strengthened. Competition is an inevitable feature of market economy. Social competition is the basic way for people to survive in a market economy society. Competition has produced pressure and is full of the spirit of hard work, pioneering and enterprising. On the basis of fair competition, have the ability to come out and be reused; The incompetent do nothing and are eliminated by society. In the environment of survival of the fittest, people's concepts of honesty and efficiency have been strengthened, their ideological realm has been expanded, and their moral concepts have been updated.

3. Strengthen moral values. The correct value orientation, the moral environment of stressing public morality and the moral concept adapted to the socialist market economy make the socialist market economy develop healthily. Under the new situation, most administrative secretaries have high moral values. It is generally believed that the development of socialist market economy should not deviate from morality and ethics. Most administrative secretaries can devote themselves to the cause of socialist modernization with a high sense of responsibility, make contributions to the motherland and the people. This reflects the professional ethics and life value pursuit of the administrative secretary.

However, while seeing the positive side of the professional ethics of administrative secretaries in China, we should also see the negative side brought by the market economy. The pursuit of maximizing interests in market economy is also immoral and immoral objectively. This has led to some misunderstandings in the moral construction of administrative secretaries. Mainly manifested in:

1. Weak sense of responsibility. Because of the particularity of the administrative secretary's own work, the administrative secretaries of party and government organs, enterprises and institutions and universities should not only handle office business, but also arrange meetings, investigations, coordination, supervision and letters and visits, which requires the administrative secretary to have a high sense of responsibility. 2. Corruption breeds. In the wave of market economy, a few administrative personnel also appeared corruption. Although these problems are "tributaries", they have greatly affected the image of the party and government organs, resulting in the loss of authority of the organs, and the negative impact on the people cannot be underestimated.

Second, the reasons for the problems in the professional ethics of administrative secretaries

There are subjective and objective reasons for the lack of professional ethics of administrative secretaries.

1. The negative impact and influence of market economy. Developing the socialist market economy is the fundamental goal of China's economic system reform, and the market economy has injected a strong impetus into China's economic development and modernization. But the market economy itself is a "double-edged sword", which has both positive and negative aspects. It advocates fair competition and interest orientation, which easily leads people to fall into the misunderstanding of money worship and has an impact and influence on the psychology of administrative secretaries.

2. The construction of professional ethics lags behind. At present, China's administrative secretary has not yet established a perfect moral standard, the professional ethics construction system is not standardized, the moral construction system is not perfect, and there is a lack of moral evaluation and moral supervision departments. The moral binding force of some administrative units is not enough, and the moral binding force on secretaries often stays in words and paper. The lag of professional ethics construction directly affects the overall improvement of administrative secretary's moral quality and moral level.

3. The supervision mechanism is not perfect. The main means to prevent the vicious expansion of power is to have a strict supervision and restriction mechanism. Blindly carrying out ideological and political education, hoping that the administrative secretary will subjectively restrain his behavior without reasonable supervision, may be effective in a certain period of time, but in the long run, the effect is not good. Moreover, there are still many shortcomings in the current supervision work, such as more supervision afterwards, less supervision beforehand and lack of "proactive attack". Establishing and perfecting the supervision mechanism is an urgent task to strengthen the construction of secretary's professional ethics.

4. Lack of correct understanding of corruption. Why is corruption repeatedly prohibited? Why do some people try to break the law after learning from the past? Apart from the lack of warning education on corruption by administrative organs at all levels, subjectively speaking, corrupt people are unable to extricate themselves because of soaring interests, ideological derailment, political duplicity, fraud, deception of leaders and the masses.

Third, improve the professional ethics of administrative secretaries.

(1) Subjectively speaking, an administrative secretary should have noble political ethics and the following professional ethics:

1. Unknown and selfless dedication. The administrative secretary, usually around the leader, handles the documents issued by the superior, conveys the spirit of the relevant documents to the relevant departments or subordinates, writes and sorts out all kinds of written materials for the leader, and makes specific arrangements for the leader's itinerary. The achievements of administrative secretaries often appear in the name of leaders or institutions, and there are few opportunities to sign their names and cast their faces. As an excellent administrative secretary, you should have a broad mind and don't take fame and fortune too seriously; Be an unsung hero, do your job in obscurity and make selfless dedication.

2. Honesty and self-discipline, self-denial. The administrative secretary plays an important role in party and government organs, enterprises and institutions at all levels, and it is very important to be honest and self-disciplined. Although the middle and junior administrative secretaries have less power, they have many opportunities to contact power. If you can't control your desire for power, it will easily lead to administrative corruption. Therefore, as an administrative secretary, we should be honest and self-disciplined, and we should not arbitrarily use the name of leadership to play privileges, do private affairs, engage in unhealthy practices, and seek personal gain.

3. Avoid arrogance and rashness, and be approachable. According to the authorization of the leaders, administrative secretaries often come forward to coordinate their work and handle various affairs on behalf of government agencies and units, and people often regard them as spokespersons of government agencies and units. The administrative secretary's attitude towards others is often related to the reputation of the unit. Therefore, as an administrative secretary, we should guard against arrogance and rashness and straighten our position. 4. Keep secrets and be vigilant. The good professional ethics of administrative secretaries ultimately depends on the determination of scientific outlook on life, world outlook and values. Strengthening ideological and moral construction should start from two aspects: first, strengthen the education of ideals and beliefs. After more than 20 years of reform and opening up, China's economic construction has risen peacefully in the world. However, we should not give up the education on the lofty ideals of * * because of the enhancement of comprehensive national strength, but should strengthen the education in this respect. Only by correctly understanding rights can we correctly use power, thus establishing the concept of serving the people wholeheartedly and enhancing the political and moral responsibility of administrative secretaries.

Secondly, strengthen the construction of legal system and supervision mechanism. It is not enough for the professional ethics construction of administrative secretaries to rely on their own moral constraints and self-discipline, and relevant compulsory legal measures should also be introduced. At present, there are no legal documents in this field in China, but this does not mean that there is no need to exist. Legalization and institutionalization of the professional ethics of administrative secretaries play an important role in improving the professional ethics of administrative secretaries, maintaining their integrity and self-discipline, administering according to law and keeping secrets, and can effectively prevent the breeding and spread of immoral behaviors.

Third, learn from the experience of foreign administrative secretaries' professional ethics construction. The professional ethics construction of administrative secretaries in China is consistent with Socialism with Chinese characteristics's political system. But that doesn't mean we can build cars behind closed doors. The successful experience of foreign professional ethics construction can also be used by me. A perfect supervision and punishment mechanism of professional ethics is a symbol of the maturity of a country's professional ethics construction. It generally has the following characteristics:

(1) has a strict punishment mechanism. The responsibilities of administrative personnel who violate professional ethics are clear and specific; (2) There is an independent moral supervision organization. Such as the Professional Ethics Committee; (3) There are strict punishment procedures. If the supervisory organ finds any violation of professional ethics, it will investigate and submit it to the higher authorities or judicial organs for handling after confirmation.

Of course, learning from foreign experience is not copying. We should combine the actual situation of our country and constantly explore and improve it in practice.
