From the activities of violent terrorist crimes and scholars' definitions of violent terrorist crimes, we can see that violent terrorist crimes have the following characteristics:

1. The main means of crime is violence or the threat of violence, so it has serious social harm and generally constitutes a serious criminal act. Therefore, the government must not show weakness in dealing with violent terrorist crimes, and must not let violent terrorist crimes form a climate. Because terrorism is to impose one's will on the country and society. Although the violent terrorist activities of terrorists can directly target many uncertain targets, in the final analysis, the ultimate goal is a government.
