20 12 The Ministry of Education issued the Measures for Handling Dissertation Falsification (hereinafter referred to as the Measures). Article 7 stipulates that a degree-conferring unit may disqualify a degree applicant from applying for a degree if his dissertation is fraudulent, such as purchasing, writing by others, copying or forging materials. If a degree has been obtained, the degree-conferring unit may revoke its degree and cancel its degree certificate according to law. At least 3 years from the date of making the decision, each degree-granting unit shall not accept its degree application again.
Article 8 of the Measures also stipulates the handling methods for non-degree applicants to participate in thesis writing and trading, including not only the punishment of expulsion from school, but also the punishment of teachers and other staff belonging to schools or degree-granting units, that is, the punishment of expulsion from school or termination of employment contracts.
The Measures for Preventing and Handling Academic Misconduct in Colleges and Universities issued by the Ministry of Education on 20 16 also clearly regards academic misconduct such as buying and selling papers, writing papers on behalf of others as illegal acts. It is also stipulated in detail that the degree-conferring unit should establish and improve the punishment mechanism for fraud in the degree-conferring work, formulate practical measures to punish fraud and promote academic self-discipline in accordance with the Regulations of People's Republic of China (PRC) on Academic Degrees and its interim implementation measures.
The relevant laws and regulations of the British government directly criminalize the related behavior of writing papers.
