Discussion on safety control of construction project management

The so-called safety control refers to analyzing the unsafe factors in engineering construction in advance and taking measures from the technical and management levels to ensure that the construction production is carried out in accordance with the requirements of safety production rules and regulations and operating procedures, so that the safety production in the construction process is always under control. As the first person responsible for the safety production of construction projects, how to solve the long-standing problem of the construction site, how to do a good job in the safety control of the construction site, how to improve the construction safety and nip in the bud is an important problem to be solved at present. The author believes that it mainly focuses on the following three aspects:

1, strengthen safety education for employees.

Strengthening the construction safety education for employees is a necessary means to enhance their safety awareness. Article 46 of the Construction Law of People's Republic of China (PRC) clearly stipulates that construction enterprises should improve the education and training system of labor production and strengthen the education and training of workers' safety production; Personnel without safety education and training are not allowed to work at their posts. Safe production is the objective need of human production activities and the inevitable trend of the development of human civilization. Safety is one of the basic needs of the National People's Congress. The occurrence of major safety accidents, resulting in personal casualties, not only hurt themselves, bring misfortune to their families, bring losses to enterprises, but also bring greater negative impact to society. At the same time, strengthening safety education can make the safe production of enterprises based on the broad masses and make the party and the country safe in production. Policy, the relevant rules and regulations of enterprise safety production have been effectively implemented and implemented. With the increasing technical content of building construction and the improvement of mechanization of construction equipment, the technical requirements for operators are gradually improving; Especially with the breaking of labor barriers, the proportion of foreign construction workers is increasing because their safety awareness is weak. Low safety operation skills have led to frequent safety accidents, which are obviously on the rise. Therefore, it is particularly important to strengthen the safety education for employees.

2, strictly control the safety construction organization design.

It is an effective guarantee to control safety from the source to insist on the safety condition review before construction and strictly examine the construction organization design. Whether the safety technical measures are included in the construction organization design of building engineering, whether the content of the measures is suitable for various professional jobs and construction sites, especially whether the construction safety technical measures of new technologies, new equipment, new processes and new materials are feasible. Check whether the construction site safety guarantee system is sound and perfect, whether the safety responsibility system from the first responsible person to other responsible persons to each team is decomposed and implemented, and whether there is a safety management supervision network. Check whether the labor protection of safety equipment during construction is complete, check the possible collapse or landslide of steep cliffs and deep pits, and regularly carry out inspections on fire safety, seasonal rainy season flood control, winter antifreeze, heatstroke prevention and typhoon prevention. If there is any nonconformity in the inspection, it shall be rectified within a time limit and given to informed criticism.

3. Pay attention to the effective implementation of safety measures.

Paying attention to the implementation of safety measures in the construction process is an important link to do a good job in construction safety. A, before bricklaying foundation, check whether there is soil wall cracks, water invasion, freezing or deformation, collapse, and so on and so forth. When the width of the pipe trench is less than 3m, the side of the masonry station should have an operating width of 40cm. During the construction period, under the action of allowable load and climate temperature change, it is not allowed to deform, tilt or shake, and there must be enough working face to meet the needs of workers' operation, material stacking and construction vehicles. 3. There shall be no inflammable and explosive articles within 5m of the welding operation site. Before work, carefully check whether the welding equipment is idling, and welding can be carried out only after there is no problem. When working, the temperature around the gas cylinder should be kept above 10℃ to reduce gas moisture. Welding power supply should be stable, and the primary voltage fluctuation during welding should not be greater than 5%, otherwise welding is prohibited. When it rains, open-air welding operations should generally be stopped without special measures. In order to prevent electric shock, you must abide by the relevant electrical safety regulations; Fourthly, the surface of wire rope of hoisting machinery and rigging is worn. When the corrosion reaches 10% of the steel wire diameter, it should be replaced. When the broken wire exceeds the specification, it must be replaced. Temporary use of mobile lighting, mechanical and electrical equipment (such as stone mill, dust mill, etc.) shall not be removed at will, and operators shall be trained and assessed before operation. During winter construction, gas poisoning and fire should be prevented when hot work is carried out indoors. Outside the frame, the snow can be cleaned frequently, and the frame should sink when it is warm and frozen in spring; Six, woodworking machinery operators must master the technical operation procedures of this machine, understand its mechanical properties, otherwise it is not allowed to be used. When using mechanical operation, gloves are forbidden, and the braids of female workers can be wrapped around their hats. Before operation, clean up the site, check the power supply and all parts to prevent power failure. Operation is not allowed until the trial operation is normal. When using a chainsaw to cut materials, it is forbidden for the operator to stand opposite the saw, and two people should coordinate their efforts when sawing materials. When using automatic hand planer (high pressure), it is forbidden to put your hand near the feed inlet. For example, when putting short materials, they must be taken after the power failure. It is forbidden to remove tooth residue, shavings, chips, etc. Use your hands during mechanical operation. The machines used must be checked frequently and refueled regularly. Check the wires and electrical equipment for leakage, danger and obstruction of operation. Each device can be equipped with a special magnetic switch to control and ensure "one machine, one brake and one touch"; Seven, lifting engineering workers must have a physical examination, wear labor protection articles in accordance with the provisions, carefully check the lifting equipment construction site before lifting. When lifting parts, it is forbidden to have people on the parts, people and any objects under the lifting equipment. When lifting large parts, check when the parts are 20-30cm off the ground. When the parts are hoisted in the air, it is forbidden to overhaul the equipment in the air. When installing a high-rise building structure, it is forbidden to cross the upper and lower floors. When the wind force exceeds level 6, stop hoisting. During construction after rain and snow, you should see clearly the snow and ice on the components and pay attention to prevent electric shock.

Therefore, as the person in charge of construction safety production, we must fully understand the importance of doing a good job in safety production and put safety production in an extremely important position; As long as we firmly establish that construction must take safety as the main line and pay attention to the innovation of construction safety, we can believe that the big problem of safety accidents will be effectively controlled, so as to avoid the recurrence of similar accidents.
