Wuhan Technical University of Surveying and Mapping is the most famous university in the field of surveying and mapping. It has gathered many elite talents in the field of surveying and mapping in China and is also the alma mater of Li Chengming. When he was still at school, Li Chengming became more and more fond of this profession and determined to be a scientific researcher in the surveying and mapping industry. 1At the end of 1999, Li Chengming graduated from Ph.D. and was assigned to China Academy of Surveying and Mapping as a researcher. In the first two years, because there were too few projects at hand, he spent four-fifths of his working time writing books for projects, or reading domestic and foreign materials and related academic papers, from which he got inspiration, did some related experiments and published several articles. As for why he wrote these articles, what help does it have to the development of this industry? He can't tell himself. At this time, a hard bone appeared in front of him. Facing the research and development of a secret technology problem that has not been solved for many years, Li Chengming resolutely chose to face the difficulties, although the project funds were only 20,000 yuan.
Unexpectedly, it was such a difficult problem that was won by Li Chengming and his team, but it took ten years, and at the beginning of the solution, it was tested from different angles of relevant departments and application departments. "It has been very hard to do scientific research in recent years. I have studied a geographic information security technology for ten years and repeatedly demonstrated it. " Li Chengming said that despite this, they survived, three years of research and development, years of repeated argumentation and three years of improvement. This hard bone was finally chewed down, which overcame the technical difficulties of confidentiality and open application, gave birth to and promoted the navigation industry of 654.38+0.2 billion yuan per year, and was also widely used in digital cities, digital provinces, online maps and other fields. This process made him deeply understand: "Success requires perseverance. Some people may be only half a step away from success, but they give up because they can't persist. " Shortly after 1999 entered the institute, Li Chengming and his team met a difficult problem that they had been trying to solve for decades in the field of surveying and mapping. At that time, in order to solve the contradiction between the national security management of topographic maps in China and the wide application of the public, the State Bureau of Surveying and Mapping specially set up an exploratory scientific research project of "Safe Processing Method of Topographic Map Data", and conducted in-depth research on the safety of topographic maps from the perspective of national interests and national security, so as to achieve the effect of "keeping safe and letting go".
Under the guidance of Professor Lin Zongjian, the former dean, Li Chengming devoted himself to the research on the secret processing method of topographic map data. With a solid mathematical foundation and profound professional skills, as well as persistence and research in scientific research, he comprehensively applied the theories of cartography, mathematics, signal science and cryptography, and creatively put forward the nonlinear security processing technology of topographic maps. According to this idea, he and several young technicians, after repeated algorithm optimization and parameter adjustment, continuous production testing and research feedback, three years of research, three years of testing and three years of demonstration, finally developed a set of nonlinear security processing algorithm for topographic maps suitable for national series scale. This technology can not only hide the precise geodetic coordinates of military secrecy, but also meet the requirements of national security and secrecy, and ensure the geographical information needed for economic construction, social development and people's lives. It has solved the problems of topographic map secrecy and social application, promoted the development of China's navigation industry, and successfully applied it to the construction of China's online map service website "Sky Map". This technology is three years ahead of the United States and four years ahead of India. Based on this technology, the national mandatory standard "Basic Requirements for Safe Processing Technology of Navigation Electronic Map" laid the foundation for the booming navigation industry in recent years and solved the bottleneck restricting the development of geographic information industry. Newmap is a large-scale service geographic information platform independently developed by China with completely independent intellectual property rights. It has played a leading role in the construction and demonstration of geospatial three-dimensional basic framework, the construction of national digital cities, digital provinces and regions, the construction of national defense transportation spatial data platform, surveying and mapping projects, and has also played an irreplaceable role in earthquake relief and post-disaster reconstruction.
With the support of the State Bureau of Surveying and Mapping Geographic Information, Li Chengming led his team to put forward the concept of "classified storage, exchange and sharing". At the beginning of NewMap design, it was faced with the choice of development mode. At that time, the mainstream practice in the industry was secondary development based on existing foreign software. Its advantages are short development cycle, quick effect, many ready-made experiences to learn from and technical support from fixed software developers. Many people suggest using this model for development. However, Li Cheng, a celebrity, is determined not to consider this practice of "working for a foreign company". Li Chengming convened a group discussion for many times, unified his thoughts from the inside, and determined to develop completely from the bottom. After several years of technical research and development, relying on the independent innovation of core technologies, his team successfully built a national brand with independent intellectual property rights-NewMap series software. The appraisal committee's evaluation of NewMap software is that "the overall technical level of the system has reached the international advanced level, and it has reached the international leading position in automatic mapping and cross-platform map visualization based on expert knowledge template". 87% performance index of NewMap software is obviously superior to similar products at home and abroad. It ranks among the best in 42 software evaluations organized by the Ministry of Science and Technology and the State Bureau of Surveying and Mapping, and is recommended by the state as an excellent software for building geographic information platforms. At present, the technology has been applied to the national traffic combat readiness system and more than 380 units in the military traffic department of the whole army; Assembled in 3 1 more than 90 units including provincial geographic information centers, aerial survey institutes and surveying and mapping institutes in provinces, autonomous regions and municipalities directly under the central government; It has been applied in the construction of 1 10 digital cities and digital provinces; More than 300 industrial application systems have been put into operation. It is applied to a series of geographic information public platforms to provide real-time online geographic information services for the government, enterprises, institutions and the public. In just 20 days after the Yushu earthquake, he used this technology to complete the construction of the geographic information platform of the whole disaster area, which played an irreplaceable role in earthquake relief and post-disaster reconstruction. In terms of scientific research projects, Li Chengming, as the team leader, deputy team leader or project leader, undertook the "Integration of 820 Project Achievements in 863 and Its Application in Maritime Delimitation", a major scientific and technological industrialization project of the Ministry of Science and Technology in the Ninth Five-Year Plan "Research on Visualization Technology of Residential Property Management", a national 863 project "Digital City Spatial Information Management and Service System and Its Application Demonstration", a national 863 project "Close-range 3D Measurement System" and a national 863 project "Spatial Information Mobile Service System". The National 863 Project "Red Tide Hyperspectral Data Processing", the annual key project of the State Planning Commission "China Population GIS Technical Support System", the national public welfare major basic research project "China Central Grain Depot Information Retrieval and Query System", and the national public welfare major basic research project "China Forestry Resources Data Collection and Network Service". As the main technical backbone of scientific research, he participated in the general project of Natural Science Foundation "Research on Some Basic Theoretical Problems of Voronoi Spatial Data Model", the project of "Algebraic method of map automatic synthesis" and "Influence of image compression on image quality" funded by Hong Kong government.
In terms of engineering projects, he has successively presided over the design, development and construction of Yiwu Planning Management Geographic Information System, Underground Pipeline Geographic Information System, Basic Geographic Information System, Landscaping Information System, Cadastral Information System, Tianjin Real Estate Visualization Management System, Huludao Public Security Fire Control System, Nanning Land Information Spatial Database, Weihai Traffic Dispatching System, Tianjin Li Xia Traffic Monitoring System, Langfang Public Security Household Registration System, Traffic Environment Evaluation Geographic Information System, Digital Xining and 3D Digital Weihai. Li Chengming understood standards in this way: the application of standards can avoid repetitive work in research, shorten the design cycle, make production scientific and orderly, promote unified management and improve management efficiency. At the same time, standardization is a bridge between scientific research, production and use. Once scientific research results are included in the corresponding standards, they can be quickly popularized and applied. Therefore, standards are the most stable cornerstone for the promotion of scientific research achievements.
Standardization is the least supported project in scientific research projects, and even the basic working funds are difficult to support. In this case, there is a general lack of understanding and attention to the standards from top to bottom, and many people quit because of difficulties, but Li Chengming still insists on doing it. He said: "the country can't stand up, and the industry can't develop without standards. Even if I don't give money, I will stick to the standard I should do. " The formulation of compulsory national standards, such as Basic Requirements for Safe Processing Technology of Navigation Electronic Map, Basic Provisions for Basic Geographic Information Standard Data, Technical Specification for Digital City Geospatial Information Platform, and Rules for Classification, Description and Coding of Geographical Names/Addresses of Digital City Geospatial Information Platform, has condensed the hard work and persistence of Li Chengming and his team for many years. It has played a great role in the construction of digital China and the development of surveying and mapping geographic information industry.
In the construction of digital city, Li Chengming insists on standards first, and leads the team to draft technical specifications and standards while carrying out the digital city pilot. In the process of standard formulation, he not only pursues the quantity of standards, but also emphasizes systematicness. With this insistence on standards, Li Chengming presided over the drafting of two national mandatory standards, 1 national recommended standards and three industry standards. The standards for research have been copyrighted by 15 sets of computer software. Individuals are added as members of the National Standardization Committee, the National Geographic Information Standardization Committee and the Standing Committee.
