1. The provincial education administrative department will organize peer experts to review the papers. Through random matching, each paper will be delivered to three peer experts for review and comment.
2, the same paper, if more than two of the three experts comment as "unqualified", then this paper will be identified as "problematic graduation thesis".
3. For the same paper, if 1 of the three experts thinks it is unqualified, then two experts from the same industry will be sent for re-evaluation. If the re-evaluation experts of 1 think it is unqualified, then this paper will also be considered as a problematic graduation paper.
