The meso-principle is to highlight the characteristics of periodicals under the premise of following the macro-principle, and it is also the concretization of the macro-principle.

Any academic issues involving political issues shall not violate the four cardinal principles of the Party on the grounds of school research, and the research on any academic issues shall not conflict with the current major policies and shall not harm the interests of the country and the nation. Shall not violate the provisions and spirit of the copyright law and other legal norms.

(2) academically, it must be exploratory and pioneering, or have new depth and excavation. Mainly: open up new research fields, put forward new theories and viewpoints, use new methods and explore new materials. The discussion of old topics has reached a new depth, or new practical problems have been explained with existing theories, which has provided theoretical suggestions for the current reform and construction practice. Put forward contending opinions on the research conclusions of your own research and draw new conclusions. Starting from the journal as a whole, we must pay equal attention to basic theory and applied research when reviewing and selecting manuscripts. Journals should reflect local major issues and social hot issues at that time, but they must be reflected in the form of academic theoretical research results, rather than general propaganda content. We can't draw general conclusions in the name of major topics.

The microscopic principle is the peer review principle based on the individuality of periodicals. Mainly includes:

(1) According to the professional characteristics and discipline advantages of our college, we will determine our own special principles of peer review. In particular, we should focus on selecting manuscripts with academic advantages in our college, which not only improves the quality of the journal, but also helps to make it unique.

(2) Starting from the columns set by the inherent characteristics of the journal, carefully select relevant manuscripts. Most of the columns of the journal are based on the professional characteristics and subject advantages of our college. So this principle is related to the previous principle, but it is not completely consistent. For example, according to the characteristics of current theoretical research or a certain tendency of academic research, the columns sometimes involve various disciplines. As the focus of periodicals, columns are relatively fixed in a certain period of time. In addition, periodicals can also determine the immediate focus of a periodical according to the situation at that time, and determine the principle of priority reading and selection according to this focus, which is a microscopic principle.

(3) Starting from the establishment and consolidation of the author team and the cultivation of young academic talents, establish the principle that famous scholars and key academic newcomers in this discipline give priority to reviewing manuscripts and selecting manuscripts.

Second, the review requirements

After receiving the manuscript, reviewers and scholars should review the manuscript according to the following requirements:
