In the 1960s, our construction organization measures adopted the management mode of the Soviet Union. Through our continuous practice, exploration and research, our current construction organization has become more scientific, coordinated and economical.
In the past, we emphasized that there must be a construction organization design before the project started, otherwise it could not be started. However, although a considerable number of projects have compiled the construction organization design, the actual implementation is not satisfactory, and some of them cannot be implemented at all. Over the years, the preparation of construction organization design is often written by individuals, which largely leads to the disconnection with materials, machinery, labor and other departments, making the construction organization design inherently inadequate from the beginning. In the process of project implementation, due to the separation of compilers and implementers, the construction organization design that can not play a guiding role can only be shelved. Therefore, we recognize the shortcomings in the organization of implementing the plan. The continuous collapse of building structures caused by accidents has become a research hotspot in the field of civil engineering all over the world. The research and design of progressive collapse is based on the accurate simulation of the failure process of the whole structural system. However, due to the complex material and geometric nonlinearity and huge calculation in the collapse simulation of real reinforced concrete structures, the conventional solid element finite element analysis is not feasible in the collapse research. Therefore, this paper proposes a fiber beam model to simulate the collapse of reinforced concrete frames. Firstly, the fiber beam model is verified by the collapse test of plane reinforced concrete frame. Then, according to the design process proposed by DoD 2005, the collapse process of two typical 8-story reinforced concrete frame structures in China is simulated and compared. The influence of floor slab on the progressive collapse resistance of structure is studied. The results show that floor slab can greatly improve the progressive collapse resistance of structure.

Based on the relationship between demand and capacity, a new normalized damage index for evaluating the damage of reinforced concrete structures is proposed. The proposed formula combines two damage sources: permanent deformation and strength degradation caused by cyclic load in dynamic events. The new damage model is first verified for a single component. Based on the compressive strain in the core concrete, the tensile strain in the transverse hoop and the good photo records of the assembly during the testing stage, the damage limit states of applicability, repairability/irreparability and collapse are determined and related to the damage model. An overall damage index based on the dam age index of a single member is also proposed, which adopts a weighting scheme and specifies the importance as a function of gravity load. Finally, it is suggested that inelastic design spectrum should be used in code development, in which the relationship between the natural period of the structure and the response reduction coefficient is quantified according to the structural damage caused.
