Children have received traffic knowledge education since childhood, and everyone travels in strict accordance with traffic regulations. For example, in Germany, traffic management departments often organize preschool children to hold traffic knowledge competitions. On the streets of Germany, the most striking thing is the traffic lights in the streets. The traffic lights at big intersections are automatic devices, and traffic signs at small and medium intersections indicate whether to go first or later. In areas where people are concentrated, signs will be printed with children's patterns to remind drivers to pay attention. In Japan, traffic lights are installed at road intersections in both towns and rural areas. In a busy block, when the red light is on at the intersection, even if there are no vehicles on the road, pedestrians on the roadside will not wait for the red light to cross the road. Sweden's traffic rules are also people-oriented, with pedestrians giving priority. The traffic lights on the road are two meters away from the ground, which is the same height as the eyes of pedestrians. No billboards or trees are allowed around to avoid blocking the traffic lights.
Although China also attaches great importance to traffic safety and traffic civilization, compared with other countries, it is far from enough. Every day, the roads are full of pedestrians, bicycles and vehicles that don't obey the traffic rules. For example, non-motor vehicles cross the line at a red light, the lane is retrograde, and people are illegally carried. Pedestrians do not walk on the sidewalk, arbitrarily cross the guardrail and jaywalk. Sometimes, when crossing the road, you will often see pedestrians ignoring the signal light at the red light, or when the car is green, use the time difference at the intersection to ignore the pedestrians crossing the road and speed up driving. It's worse when there is no signal light. China's traffic laws and regulations clearly stipulate: "When vehicles pass through crosswalks, they must stop or slow down when traffic signals let pedestrians pass;" When crossing a crosswalk without signal light control, you must pay attention to avoid pedestrians. "In real life, intersections with traffic signals are better, and intersections without traffic signals are simply a chaotic scene, with heavy traffic and intransigence. In our modern society, it is a part of traffic civilization that vehicles drive according to law and pedestrians walk according to law. In addition, traffic police management according to law and civilized law enforcement are another part of traffic civilization. Only when these two parts are displayed on the road at the same time can a complete traffic civilization be formed.
In order to strengthen the construction of road traffic safety order in Chaoyang District and improve the quality of people's traffic civilization, Chaoyang District put forward "four understandings" and "four concessions" for the improvement of traffic safety order in Chaoyang District. The four understandings are: understanding the theme, that is, welcoming the Olympic Games, building the first goodness and creating a harmonious traffic environment; The second is to know the content, that is, to punish the illegal acts of pedestrians and non-motor vehicles; Three goals, that is, cars don't cross the line, people don't wear them indiscriminately, go their own way and be orderly; Four knowledge norms, namely, exercise norms, parking norms, facilities norms and occupation norms. The four concessions are: people give way to warmth, people give way to order, cars give way to safety and cars give way to understanding. I think the purpose of making traffic safety order and rectifying "four understandings" and "four concessions" is to improve everyone's traffic safety awareness and traffic civilization quality, thus reducing the occurrence of traffic accidents.
Of course, the cultivation of traffic civilization habits and quality should start from everyone, especially as a pedestrian in a weak position, which should be paid more attention to. According to the statistics of Beijing Traffic Management Bureau, in 2003, there were 90 pedestrian accidents in Beijing, with 2 18 deaths. From June 2004 to July 2005, there were 842 pedestrian traffic accidents in Beijing, with 200 deaths and 703 injuries, resulting in direct economic losses of more than 7.26 million yuan. Property losses can be quantified, but the cost of life cannot be calculated.
Therefore, only when the whole society takes action, people-oriented, starting from me, and strengthening the awareness education of "traffic civilization" can we really improve, truly realize the rectification of traffic safety order, truly realize the "four understandings" and "four concessions" of traffic civilization, and truly realize a harmonious traffic environment.
