China's special care work mainly includes four contents:

It is necessary to combine helping the poor with helping the poor, focusing on helping the poor and driving them out of poverty.
(3) preferential treatment by the masses. Throughout the revolutionary war years and the early days of the founding of the People's Republic of China, the basic form of preferential treatment by the masses was farming on behalf of others. After the people's commune, it was changed to labor day preferential treatment. After the implementation of the production responsibility system in rural areas, it was changed to preferential payments.
(4) National pension. The object of pension is the disabled, sacrificed and injured in the line of duty, as well as the families of deceased and missing soldiers. There are mainly death pension and disability pension. Death pensions are divided into one-time pensions and long-term pensions, and pensions are paid according to the prescribed standards. The state also allocates special funds every year to give regular or temporary living allowances to people in need. Establishing special care institutions is an important project in special care work.
Two, meet one of the following conditions, and approved by the provisions of the authorities, can be called a revolutionary martyr.
1, the enemy died;
2. After being injured in the battle against the enemy, he died or was disabled due to the injury in the battle against the enemy. The wound recurred and died within one year after the medical treatment ended and the disability assessment was issued;
3, as a guide in the battle front, build fortifications, rescue the wounded, perform combat tasks such as transportation, or guard key targets in the theater;
4. Being killed or captured by the enemy for performing revolutionary tasks, unyielding after being arrested, being killed or tortured to death by the enemy;
5. Heroically sacrificed to defend and save people's lives, state property and collective property;
6. He was killed by counter-revolutionaries, criminals and other bad guys when he was on patrol in frontier defense and coastal defense;
7. Being killed by a counter-revolutionary or criminal for investigating a criminal case, stopping a criminal in flagrante delicto, arresting, chasing or guarding him;
8. In order to safeguard national security, he died in the heroic struggle against gangsters;
Three, demobilized conscripts refer to the following persons who have retired from active service from the China People's Liberation Army and the Chinese People's Armed Police Force:
(1) conscripts who have retired from active service after the expiration of their active service;
(2) conscripts who have been discharged from active service with the approval of organs at or above the division level for one of the following reasons:
(1) If disabled due to war or business (including illness), the army will issue a pension certificate to disabled revolutionary servicemen;
(2) The disease is basically cured by the garrison hospital, but it is not suitable to continue to serve in the army, and the mental patient has not recovered after treatment for half a year;
(3) the number of troops is reduced and it is necessary to retire from active service;
(four) major changes have taken place in the family, and it is proved by the civil affairs department and the People's Armed Forces Department of the county, city or municipal district where the family is located that it is necessary to retire from active service;
(5) National construction needs to be transferred.

Article 36 stipulates: Servicemen shall have priority to buy tickets for trains, ships, long-distance buses and civil aviation flights operating in China with valid certificates and disabled soldiers with People's Republic of China (PRC) disabled soldiers Certificate; Disabled soldiers enjoys a discount of 50% off the normal fare. Servicemen enjoy preferential treatment by taking local buses, trams and rail vehicles with valid certificates, and the specific measures shall be formulated by the relevant city people's governments. Disabled soldiers can take buses, trams and rail transit in the city for free with the People's Republic of China (PRC) disabled soldiers Certificate.
Regulations on pensions and preferential treatment for servicemen
Article 37 stipulates that servicemen and disabled soldiers enjoy preferential treatment when they visit parks, museums and places of interest with valid certificates. Specific measures shall be formulated by the local people's governments at or above the county level where parks, museums and places of historical interest are located.
