First, the basic situation of the development of port logistics industry in our city

In recent years, Zhuhai insists on developing modern logistics, especially port logistics, as a key measure to implement the strategy of "building the city into a port" and promote the rapid rise of urban and regional economy, give full play to the comprehensive advantages of port roads and location, and strive to build an international regional logistics center. The port logistics industry has developed rapidly. Mainly presents the following characteristics:

(1) The total logistics volume is increasing year by year.

Among them, the added value of the logistics industry was 5.248 billion yuan, up 18% year-on-year, accounting for 23.5% of the added value of the service industry. The local maritime freight volume was 2.98 million tons, up by10.4%; The railway freight volume was 510.7 million tons, an increase of 8.9%. (2) Rapid development of port construction.

In recent years, our city has intensified its port construction, completed a number of key projects and expanded its port functions. 200,000-ton and 300,000-ton ore deep-water berths have been put into operation one after another, with an annual throughput of 35 million tons, and the annual throughput can reach 50 million tons after the completion of the second phase project; The 80,000-ton bulk grain berth is designed with an annual throughput of 7 million tons, which is one of the largest bulk grain terminals in the coastal areas of China. Complete the transformation of coal capacity expansion system, with an annual throughput of over 45 million tons; The designed annual throughput of the container terminal exceeds 6,543,800 TEUs+500,000 TEUs; New and continued key projects such as Xigang District Coking Ore Wharf Phase II and Lanshan North 30,000-ton Liquid Chemical Wharf. (3) Logistics enterprises are booming.

All kinds of logistics enterprises become bigger and stronger through reorganization, merger and strategic alliance. There are 329 existing logistics enterprises in the city, and the number of freight enterprises above level 4 has grown to 32; Road freight vehicles 17978, 142732 tons, including more than 500 container transport vehicles and more than 8000 express and van trucks. The first phase project of China Textile Rizhao Grain and Oil Processing Logistics Center with a total investment of about 200 million yuan has been completed; The logistics base project of China Railway United Logistics Co., Ltd. has started construction, and the annual output value will reach 200 million yuan after completion. Rizhao Department Store, Lingyun Industry and Trade Co., Ltd. and other industrial and commercial enterprises have set up logistics companies and logistics distribution centers to actively develop enterprise logistics and expand their business scale.

(4) The construction of the park has begun to take shape.

(5) The development environment has been continuously optimized.

The Municipal Party Committee and the Municipal Government attach great importance to the development of modern logistics industry, and in the relevant policies that have been promulgated, they clearly regard it as a leading industry to cultivate and develop, and make provisions to increase financial, financial and land supply support. Implement the customs clearance mode of "territorial declaration and port customs clearance" and the "5+2" working system to provide all-weather services. The construction of customs clearance service platform and Lunan (Rizhao) International Shipping Service Center has deepened the convenience of customs clearance in all directions and promoted the speed and efficiency of port logistics industry.

Second, the unfavorable factors that restrict development.

The implementation of the strategy of "port establishing city" has promoted the rapid development of port logistics industry in our city, but overall, the construction of port logistics system in our city is still in its infancy. The factors restricting development are mainly manifested in the following aspects:

(A) the planning is relatively backward, and the degree of industrial agglomeration is not high.

At present, the city has not yet made a unified development plan for the logistics industry, and the port logistics industry is still in the primary stage of self-development and loose management. Large-scale, high-grade and strong development potential logistics parks and national and provincial bonded logistics parks have not yet been built. The scattered distribution of enterprises is not conducive to giving play to the advantages of being close to the port and the industrial agglomeration effect. In particular, the narrow storage area, insufficient reserved space and weak infrastructure can not meet the demand of port collection and distribution capacity, which has affected the further development of port logistics industry.

(B) the competitiveness of enterprises is not strong, the lack of professionals.

The total number of logistics enterprises is small, the scale is small, the level is low and the strength is weak. There are more than 300 logistics enterprises in the city, only 12 of which pay taxes over one million a year. Most enterprises engaged in logistics services do not fully carry out value-added services such as logistics scheme design, distribution and processing, logistics information service, inventory management and logistics cost control, and there are no logistics backbone enterprises and leading enterprises that have formed a national network. Modern logistics professionals are in short supply, especially senior managers such as logistics system planning.

(3) Backward technical means and low degree of informatization.

The top eight ports in China have established electronic ports. At present, the city has not started the construction of electronic ports, the horizontal public logistics platform system and vertical professional combination scheme have not been realized, and the existing customs clearance system has lagged behind advanced ports. At the same time, most logistics enterprises in our city are still in extensive operation, without adopting perfect logistics information management system and electronic exchange technology, and some still use telephone and fax, which affects the improvement of logistics management level and service quality.

(D) The environment is not optimized enough, and the tax source has shifted greatly.

In recent years, although the port cargo throughput and total import and export volume of our city have greatly increased, due to the rapid development of neighboring ports such as Qingdao and Lianyungang, the competition among ports has become increasingly fierce, which has a direct impact on the supply of goods in the hinterland of Rizhao Port. In addition, the policy environment of our city is not optimized enough, and some foreign logistics enterprises are not registered in our city, which has affected our tax revenue to some extent. According to the statistics of relevant departments, among the more than 300 port logistics companies in our city, more than 50 freight forwarding companies only operate in our city, and do not go through relevant procedures in our city, which has not brought income to our city's finance. Another 6 1 branch of a foreign enterprise is registered as an unincorporated enterprise in our city. With the implementation of the new enterprise income tax law, this part of enterprise income tax will be paid in the place where the legal person is registered. According to the annual base of 20XX, it will affect the enterprise income tax income of our city by nearly 10 million yuan every year.

Third, some suggestions.

In order to promote the sound and rapid development of port logistics industry in our city and accelerate the construction of port-facing industrial zone in southern Shandong, based on the advanced experience and practices of six cities, the following suggestions are put forward:

(1) Strengthen organizational leadership and promote linkage among all parties.

Port logistics is a multi-sector, multi-industry and cross-regional industry, which must be guaranteed by strong organizational leadership and sound institutional mechanisms. It is suggested to set up a leading group headed by the leaders of the municipal government and attended by relevant districts, counties and departments to be responsible for the formulation and implementation of industry planning and policies and to guide the formation of industry associations. The relevant functional departments of the city should come up with specific measures to support the development of port logistics industry as soon as possible, and incorporate them into the year-end performance appraisal. By constantly improving the work system of market-led, government-driven, enterprise operation, industry self-discipline and participation of all sectors of society, the port logistics industry will become bigger and stronger, and its driving capacity for the city's economic and social development will be continuously enhanced.

(2) formulate unified planning to promote industrial development.

First, based on the comprehensive advantages of our city's location, port and hinterland, we will hire experts to accurately locate the port logistics industry in our city, cultivate and develop the port logistics industry into a pillar industry of our national economy, and promote the rapid economic development of our city and southern Shandong.

Second, according to the requirements of the city's functional orientation, industrial layout and overall urban planning, formulate the development plan of the city's port logistics industry, coordinate the layout of the city's logistics parks and infrastructure, stop blind construction and low-level redundant construction, and leave enough room for the development of the port logistics industry.

Third, actively strive for the pilot policy of the national free trade zone to promote the development of the port logistics industry to a higher level.

(3) Establish linkage mechanism to expand local financial resources.

To develop the port logistics industry, the most important thing is to enhance the strength of enterprises, improve efficiency, increase taxes, strengthen finance, and promote the sound and rapid development of the city's economy. It is suggested to set up a specialized agency composed of taxation, industry and commerce, transportation, ports and other relevant departments to be responsible for the service management of logistics enterprises such as registration and tax collection. For logistics companies that cannot provide tax registration certificates and local tax invoices, relevant procedures shall not be handled; Enterprises with bad tax credit will no longer distribute business. At the same time, the investment attraction of port logistics industry should be combined with "investment attraction and tax introduction", and the implementation of preferential policies should be linked to the actual tax paid after the project is completed and put into operation, so as to transform the results of investment attraction into fiscal and tax benefits. Logistics enterprises headquartered in Rizhao should actively create a good office environment and beautiful living environment, and give more financial support policies. The tax and financial departments should make good use of flexible fiscal and taxation policies, and try to turn unincorporated institutions into independent legal persons for branches established in our city; Branches set up by enterprises in our city in other places should be set up as unincorporated institutions as far as possible to continuously expand financial resources and expand financial resources. Actively guide the port industrial enterprises in our city to separate their logistics business from their main business, integrate resources and set up third-party logistics companies to promote industrial upgrading, reduce the burden on enterprises and increase local fiscal revenue.

(4) Strengthen support and support port construction.

Further strengthen the development strategy of "port establishing city" and form a good environment for everyone in the city to care about and support the development of port logistics industry.

First, fully support the development of port construction. We can learn from Yantai and other cities to spend 80% of pilotage income on port infrastructure construction. The municipal finance will arrange a certain amount of funds every year as special funds for the construction of port public infrastructure such as breakwater, navigation channel and anchorage, and give strong support in port land use, sea use and demolition.

The second is to integrate port shoreline resources. Give full play to the social benefits of limited shoreline resources serving the public, and make overall planning for all port shorelines as public reserved shorelines. Rizhao Port Group Company is the main body of the construction of ore, coal, oil products and container terminals, and adopts joint venture to promote the intensive and safe development of the port.

The third is to build a platform for the development of port logistics industry. According to the principle of "government-led, moderately advanced", we will build a logistics transportation and information network platform with a high starting point and high standards. Promote the construction of Rizhao Bonded Logistics Center (Type B), strengthen the cooperation between internal and external logistics enterprises in the port, strive to build a complete supply chain integrating procurement, shipping, land transportation, warehousing, distribution and distribution, accelerate the transformation from loading and unloading service port to logistics service port, and build a supporting system for the development of port logistics in our city.

Fourth, establish the concept of efficiency.

Change the measurement standard of port development, vigorously develop container transportation, an internationally recognized advanced transportation mode, promote the development of container multimodal transport, and realize the transformation from heavy throughput growth to equal emphasis on throughput growth, structural optimization and economic benefit improvement.

(5) Coordinate the construction of the park and expand the logistics enterprises.

Accelerate the pace of logistics park construction, integrate logistics information resources, realize one-stop service of "logistics information release-application-formalities-settlement", and promote the development of logistics clusters. Relying on ports, highways, railways and other transportation hubs, focusing on the transportation, storage and distribution of bulk goods and containers, we will co-ordinate the construction of a number of resource-based and transit-distributed logistics parks and logistics centers with high modernization and strong agglomeration and radiation functions, and give policy support in financing and land use. According to the development orientation of logistics industry in our city, we plan to build logistics parks with different characteristics, such as groceries, commerce, agricultural and sideline products, chemical products and aquatic products, to form a coordinated development pattern. Take practical measures to increase support for logistics parks and logistics enterprises, encourage and guide logistics enterprises to operate in parks, and improve market concentration. Starting with promoting the institutional innovation of traditional logistics enterprises, resource integration and increasing investment attraction, we should pay equal attention to scale and benefit and accelerate the cultivation and growth of modern logistics enterprises.

The first is to reorganize and transform a batch. Guide traditional transportation enterprises to widely adopt modern logistics organization and management technology, constantly strengthen service characteristics, improve service network and service functions, and accelerate the transformation to modern logistics enterprises.

The second is to actively introduce a batch. Support and encourage joint ventures and cooperation between circulation enterprises and foreign businessmen in our city, and cultivate and expand a number of modern logistics enterprise groups. At the same time, encourage qualified logistics enterprises to go out of the city and continuously expand the concentration radiation and influence scope of regional logistics centers in our city.

The third is to develop and expand a number. Encourage enterprises to adapt to local conditions, develop enterprises in Hong Kong, and be expert, special and strong.

(6) Optimize the development environment and speed up personnel training.

Relevant departments should faithfully implement the preferential policies that have been promulgated, take effective measures to mobilize the enthusiasm of all parties, expand the development space and optimize the development environment. Constantly "build a nest to attract phoenix", attract domestic and foreign logistics enterprises to set up regional headquarters in our city, carry out business activities, and achieve "win-win" in enriching the people, the city and finance. We can refer to foreign experience, give preferential tax collection and management support to vehicles registered in our city, severely correct general illegal vehicles, and reduce the operating costs of logistics enterprises. Logistics management technical talents are the key to the development of port logistics industry. It is suggested that the relevant departments at the municipal level should take the lead in actively organizing and guiding the professional skills training of employees of existing logistics enterprises, and cultivate logistics management talents urgently needed by the market, especially those who plan and design logistics operation schemes. We can take the way of "going out, please come in", combine the study and training in advanced areas at home and abroad with the introduction of high-level logistics talents, speed up the training of compound logistics talents, and solve the talent bottleneck in the development of port logistics industry in our city.
