According to the requirements of Gansu Provincial People's Congress Standing Committee's Implementation Plan for Joint Deliberation and Special Inquiry on Precision Poverty Alleviation and Precision Poverty Alleviation. [20 15]86 On the precise poverty alleviation in Qingyang City, Fu, Party Secretary and Director of the Standing Committee of the Municipal People's Congress, led a research team composed of the Secretary-General of the Standing Committee of the Municipal People's Congress, the head of the Agricultural Working Committee, the head of the Municipal Poverty Alleviation Office and three provincial and municipal people's congress representatives to conduct a special investigation on the precise poverty alleviation work in the city on October 26th. While listening to the work report of the whole city, the research team went deep into five counties (districts) of Xifeng District, Huan County, Heshui County, Zhengning County and Ningxian County, 10 and more than 20 villagers' groups, consulted the materials of county poverty relief offices, visited poor households, and made field visits to local leading enterprises, industrial development, project construction, rural industrial development fund cooperatives and employment and entrepreneurship training for "two young students". The investigation is hereby notified as follows:

First, the effectiveness of the city's precision poverty alleviation work

Our city is one of the poorest areas in the province. At the end of the year, there were 478,500 poor people in the city, with a poverty rate of 20.86%. Since the beginning of this year, in accordance with the spirit of the symposium on poverty alleviation in the old revolutionary base areas of Shaanxi, Gansu and Ningxia, the symposium on poverty alleviation in the Liupanshan area of Gansu Province, and the poverty alleviation work conference in the old revolutionary base areas of the whole province, the city has formulated the "1236" poverty alleviation campaign and the provincial party Committee's "1+ 17" precise poverty alleviation proposal. We have carried out the precise poverty alleviation work mode of "focusing on the continuous increase of income of poor people, carrying forward the spirit of Nanliang, closely following the core of precise poverty alleviation, following the principle of adapting measures to local conditions and making policies for households, and establishing all kinds of mechanisms for assistance in villages, financial assistance, poverty alleviation incentives", and made every effort to promote the implementation of various tasks, and achieved remarkable results. The main approach is:

(1) Deepen ideological understanding, and make clear the target of tackling key problems.

The people's governments at all levels in the city seriously organize the broad masses of cadres and the masses to study in depth and accurately understand the spirit of poverty alleviation in the central and provincial governments, regard accurate poverty alleviation as the greatest politics, the greatest task and the greatest responsibility, put it at the top of the overall work, and strive to solve the problem of people's lack of confidence in getting rid of poverty and becoming rich. The main body has insufficient endogenous motivation, cadres' awareness of tackling difficulties is not strong, and their ability to drive and help is not strong. They guide and educate cadres and the masses at all levels to unify their thinking and understanding, and persist in not relying on others. Strengthen the responsibility, give play to the main role of focusing on increasing the income of poor people, closely follow the overall goal of building a well-off society in an all-round way with the whole province and the whole country in 2020, and determine that through three years of concentrated attack, the number of poor people will be reduced by more than/kloc-0.3 million per year, and the poverty level will be reduced to less than 8% by 20 17, and the per capita net income of poor people will increase by/kloc-0.5% annually.

(2) Pay attention to basic work and have a solid premise of accuracy.

Since 20 13, the municipal government has taken the lead in carrying out a large-scale survey on poverty alleviation throughout the city. Leaders at all levels go deep into the front line to understand the poverty situation, find out the poverty base and implement precise poverty alleviation. Since then, the municipal government has explored and summarized the working procedures of "three evils, three signatures, two comments, two publicity and one announcement", accurately identified the poor objects according to the national poverty standards, and required that when identifying the poor objects, household surveys, income calculations and mass comments should be face to face. The household questionnaire and income measurement form are signed by the investigator and the surveyed household at the same time. Preliminary arrangements for poor households must be signed by more than two-thirds of the farmers in the village group, and then submitted to the villagers' groups and villagers' representatives for collective evaluation, which will be publicized by the village committee, reviewed and publicized by the township (town) government, and published by the county (district) poverty alleviation office on the county government extranet to ensure authenticity and accuracy. Finally, for the 537 poverty-stricken villages,110.5 million poor households and 478,500 poor people identified and confirmed in the whole city, accurate filing cards were established, and the basic data of the big data management platform were entered, so that all the poor people were included in dynamic management, so that households had cards, villages had books, villages had files and cities had databases. At the same time, adhere to the problem-oriented, according to the poverty alleviation targets determined by the establishment of the file, distinguish different causes of poverty, such as disaster, disease, lack of projects, lack of funds, lack of labor, lack of technology, and accurately grasp the needs of poor villages and poor households to get rid of poverty and become rich. On this basis, adhere to the principle of easy first and then difficult, and gradually advance. According to the poor villages, there are leading industries, professional cooperatives, teaching points and clinics, nursing homes and kindergartens, comprehensive villagers' activity places, financial network coverage, comprehensive commercial services, good village appearance, safe housing for poor households, safe drinking water, basic farmland, income-increasing industries, at least one person with skill qualification certificate, basic social security, surplus grain at home and money at hand. On the basis of "what is lacking and what is supplemented", the demand list is listed village by village, the poverty alleviation goal is scientifically determined, and the poverty alleviation order is reasonably determined, so that the poverty alleviation targets are clear, the poverty situation is clear, and the causes of poverty are clear, laying a solid foundation for the poverty alleviation policy to accurately focus on benefiting the poverty alleviation targets.

(3) Adhere to precise policies and make sound and rapid progress.

The city actively implements the requirements of "three strictness and three realities". Starting from the reality of counties, towns and villages, according to the different conditions of poor villages and households, poverty alleviation projects are determined according to the list of accurate poverty alleviation needs, and the investment funds are integrated, and the policy is made accurately and the force is made accurately. First, increase the intensity of project implementation. Starting from 20 13, the city launched the tough battle of "three-year general assembly battle and one-year general cleaning" for rural roads, adhered to the principle of moderate advance, planned and designed with high standards, strictly implemented the construction standards, ensured the construction quality, and put the safety supporting facilities such as shoulders, ditches, collision walls and turning convex mirrors in place at one time, and built a total of 555 1 km of Tongcun Highway. In particular, the new Tongcun Highway is 3 173 km this year, which is equivalent to the sum of Tongcun Highway built in the city since the founding of the People's Republic of China. Adhere to local conditions, build rain pits in northern mountainous areas, concentrate water supply in central and southern tablelands, and build small electric wells in Sichuan and Taiwan areas. During the year, the rural drinking water safety can reach more than 77%, and the tap water access rate can reach more than 73%. Fully promote power grid construction. This year, 4 174 kilometers of rural power lines will be built and 683 low-voltage village groups will be transformed. The coverage rate of power village groups will reach 97% by the end of the year. The housing project will be implemented in an orderly manner, with natural villages as the unit and moderate concentration as the principle. This year, 98 resettlement sites will be built, and the renovation of dangerous houses and kilns will be completed13,756 households, thus solving the housing problem of 84,000 people. According to the industrial development layout of "planting grass and raising livestock in the northern mountainous area, planting apples in the central and southern plateau area, planting seedlings in the forest edge area of Ziwuling and barren hills suitable for forest, and planting vegetables in Sichuan platform and urban suburbs", we should focus on industrial poverty alleviation, enhance hematopoietic function, further expand the scale, extend the chain and improve efficiency. The income of characteristic industries accounts for more than 50% of farmers' per capita net income. This year, 654.38+10,000 mu of orchards will be newly cultivated, and the storage area of apples in the city will reach 1 0.584 million mu, and the per capita fruit will reach1mu in 2020; There are 44 new-scale farms (communities) 144, 4.93 million mutton sheep, 679,000 beef cattle, 0.79 million live pigs1kloc-0, and 28 million broilers. Improve basic public services in an all-round way. In the whole year, 2 17 rural kindergartens were built, 523 weak schools were reformed, and 3180,000 rural laborers were trained through multiple channels, including 63,000 vocational skills. Four township comprehensive cultural stations, 528 rural stage and 1 13 standardized village clinics have been built. The coverage rates of standardized schools, cultural activity rooms and clinics in established villages in the city reached 72%, 40.2% and 78.9% respectively, and the participation rate of the new rural cooperative medical system reached 98.2%. The second is to vigorously solve the financial problem. Establish a cooperation mechanism with the provincial agricultural development bank and reach a long-term loan agreement of 60 billion yuan; Piloting rural industrial development fund cooperatives with Lanzhou Bank, with financial funds of 654.38+0.5 billion yuan to incite bank credit funds of 654.38+0.5 billion yuan. At the same time, further increase the support of mutual aid funds in poor villages. During the year, 537 poor villages will achieve full coverage of mutual aid funds. Each mutual aid society contributes1-500,000 yuan, and each farmer can borrow up to 30,000 yuan.

(4) Innovative working mechanism and strong organizational guarantee. Party committees and governments at all levels in the city regard innovative working mechanisms as an important means to stimulate vitality and promote implementation. We implemented the resident assistance mechanism, selected city and county government cadres as the first secretary of key poverty-stricken villages, fixed-point assistance, and joint village cadres at all levels took turns to stay in villages, and established a dynamic adjustment mechanism for joint village units and joint village cadres to help them all the year round without getting rid of poverty or decoupling, thus achieving full coverage of poverty alleviation work in villages. Improve the supervision and assessment mechanism, set up 19 inspection teams, stationed in 8 counties and districts and 1 1 municipal departments all the year round, supervise poverty alleviation and major project construction, and require major issues to be reported directly to the Municipal Commission for Discipline Inspection, outstanding cadres with outstanding work performance to the Organization Department of the Municipal Party Committee, and slow progress to the Municipal Supervision and Assessment Bureau, so as to determine the performance and appointment of cadres based on poverty alleviation results. Establish and improve the incentive mechanism for poverty alleviation and implement a strict accountability system for dereliction of duty. For those who take the lead in achieving the goal of poverty alleviation, the support policies and capital investment will remain unchanged for three years; The main party and government leaders who took the lead in realizing poverty alleviation in the whole township and county are recommended to be promoted and reused. At the same time, increase accountability. This year, 29 cadres who are slow to move in the construction of a big data platform for precision poverty alleviation will be held accountable at one time.

Second, the city to promote precision poverty alleviation and precision poverty alleviation work inspiration

(1) Doing a good job in basic work is the prerequisite for ensuring the steady progress of precision poverty alleviation.

Accurate poverty alleviation is the top priority of poverty alleviation work, which is directly related to the process of building a well-off society in an all-round way. The accuracy of the poverty alleviation object is the premise and foundation of the other five precisions. Only by clarifying the poverty base, identifying the poverty alleviation targets and the demand list can we make every poverty alleviation policy real money, accurately focus on the poverty alleviation targets, benefit the poor people and ensure effective poverty alleviation. On the basis of in-depth investigation, repeated discussions and full listening to opinions from all sides, Heshui County has established 24 poverty-stricken villages and 1 1 poor households, and sorted out the demand lists of 19 poverty-stricken villages and 15 poor households accordingly, which laid a solid foundation for the implementation of precise assistance measures and ensured the steady realization of the overall poverty alleviation goal of the county during the year.

(2) Leaders at all levels and cadres are the key to promoting accurate poverty alleviation.

Governments at all levels in the city take precision poverty alleviation as the main responsibility and tilt the best resources and the strongest strength to the front line. Party and government leaders at all levels insist on personally taking the lead, personally studying, personally guiding and supervising, and taking the lead in helping the poorest villages and contacting the poorest households. Under the above rate, the leaders in charge are responsible for the implementation of specific work, grasping planning, tasks and progress, which provides a strong organizational and leadership guarantee for the smooth implementation of the precise poverty alleviation program.

(3) Integrating resources and concentrating efforts is an effective way to solve the problem of precise poverty alleviation.

Maosi Village is the poorest village in Mr. Xiang, Xifeng District. It is a concentrated display area of the "loess karst" landform of Puhe River, with tourism resources such as Black Lao Guo Ice Cave and Endless Bridge. Xifeng District Government took the central government's efforts to strengthen the construction of beautiful countryside as an opportunity, made high-standard planning and high starting point positioning, actively created an environment, attracted investment of 520 million yuan, and strived for policy financial support. We will build Maosi Village and its surrounding areas into a rural tourism demonstration village, a national 4A-level scenic spot and a national geological park integrating geological sightseeing, eco-tourism, folk custom experience and leisure and entertainment, and explore a new way for poor villages to integrate resources and concentrate on running towards a well-off society.

(4) Obtaining the support and support of the masses is the endogenous driving force for promoting accurate poverty alleviation and poverty alleviation as scheduled.

Poor people are not only the target of poverty alleviation, but also the main force to get rid of poverty and become rich. Only when the poverty alleviation measures are truly recognized by the masses can we fully mobilize the consciousness and enthusiasm of the masses and fundamentally change the poverty situation. The last step in the construction of Tongcun Highway is to repair the road to the doorstep of ordinary people. Wherever roads are built, the people there will take the initiative to demolish houses and move graves, move trees to make way, set off firecrackers and fully cooperate. The improvement of traffic conditions has changed the appearance of villages, strengthened the relationship between the party and the masses, and paved the way for the masses to get rid of poverty and become rich.

Three. Existing problems, difficulties and suggestions

The problems and difficulties reflected by counties and districts in the survey mainly include: First, the infrastructure such as water circuit rooms in poor rural areas is backward, the funding gap for infrastructure construction is large, and the subsidy standards for some projects are low. Some projects need the support of cities and counties. This year, the city's four projects, including road construction, safe drinking water, renovation of dangerous houses and relocation in different places, have a funding gap of 3.727 billion yuan. Some construction project subsidy funds are not allocated in time. In order to ensure the progress of the project, bank loans and engineering teams are used to promote the construction. At present, the city's debt has reached 654.38+74 billion yuan. Second, the basic public services in rural areas are weak and low-level. Village clinics have poor facilities, limited equipment, few personnel, low treatment and poor service ability. The number of existing old-age care institutions is insufficient, the support ability is weak, and the maintenance or transformation task is heavy, so it is difficult to provide centralized support. Third, the task of poverty alleviation for poor people is arduous for special reasons. Some poor people are scattered in remote areas with poor development environment, some poor families lack labor force and skills to get rich, some poor people have low cultural quality, are used to "waiting, relying on and wanting", have insufficient endogenous development motivation, and some families return to poverty due to illness, disability, school and marriage. These people have high poverty alleviation costs and are difficult to get rid of poverty. Without targeted poverty alleviation measures, it is difficult to achieve the goal of poverty alleviation.

Some work suggestions:

(1) Further seek truth from facts and grasp the overall situation of development.

Increase investment in infrastructure construction, accelerate the solution of practical problems such as difficulties in traveling, drinking water and using electricity for the rural poor, accumulate development potential, and lay a solid foundation for poverty alleviation. Improve public service capabilities, do a good job in scientific and technological services, education and training, medical and health care, old-age security, and cultural poverty alleviation, fill shortcomings, expand coverage, and continuously improve the level of equalization.

(3) Further innovation and improvement of work level.

It is necessary to take reform and innovation as the driving force, thoroughly understand the central and provincial poverty alleviation and development policies, and enhance the ability to use and transform policies. Strengthen investigation and research, innovate the poverty alleviation mechanism, explore the working mode, study and solve new problems in time, sum up and popularize good experience, earnestly supervise and inspect, strengthen the responsibility of poverty alleviation, and make the precise poverty alleviation measures more practical, targeted and in line with the wishes of the masses. Further in-depth analysis of the causes of poverty among poor people, scientific and reasonable classification, targeted formulation of policies to ensure "accurate drip irrigation", research and formulation of poverty alleviation methods to help poor people who are poor or return to poverty due to special reasons, effectively stimulate the enthusiasm of poor people to become rich by themselves, and ensure that all poverty alleviation policies play their roles accurately.

(4) It is suggested to report to the province as soon as possible to issue the acceptance criteria for poverty reduction, and make the assessment arrangements for poverty alleviation in the whole county and village in advance.

Scientific and reasonable poverty alleviation indicators should be formulated. The poverty alleviation indicators for safe drinking water, safe housing and sanitary toilets should fully consider the objective reality that there are many caves in mountainous areas, drinking water is mainly from rain pits and small electric wells, and flushing sanitary toilets cannot be realized in water-deficient areas. It is not appropriate to make a one-size-fits-all approach. Improve the current method of calculating farmers' per capita net income based on the samples of rural investigation teams, with the participation of statistical departments, investigation teams and poverty alleviation departments, and establish an accurate household accounting system on the basis of filing cards, so as to solve the disadvantages of replacing "maximum" and "bottom line" with "average" and improve the accuracy of calculation.
