Abstract: In power system construction, distribution line construction is one of the basic tasks, which has the characteristics of high labor intensity, high risk and high technology content. Therefore, it is necessary to strengthen the management of construction technology in the construction process to ensure the normal, stable and safe development of distribution line construction. In this paper, the characteristics of 10kV distribution line construction are analyzed at first, and then the construction technology management measures are discussed in detail, hoping to provide valuable reference for the development of 10kV distribution line construction technology.

I. Overview
Since the reform and opening up, China's demand for electricity is increasing day by day. As an important part of power system, distribution lines are of great significance. Because of the high technical intensity and many hidden dangers in the construction of distribution lines, it is extremely important to ensure the engineering quality and the safety of construction technicians in the construction of distribution lines.
Second, the main characteristics of 10kV distribution line construction
In 10kV distribution network lines, due to the characteristics of scattered construction, many engineering tasks, high complexity and relatively wide distribution of on-site dangerous points, equipment failures and personal safety accidents caused by construction have been increasing in recent years. In order to do a good job in the technical prevention strategy in the process of distribution network construction, we must first understand the characteristics of distribution network lines.
1 There are many construction sites for distribution lines. The bridge between users and substations is transmission lines, substations are generally in remote places, and users are in the center of cities. The distance between them determines that distribution lines have the characteristics of long lines, wide coverage and scattered regions.
2 Most distribution lines need to pass through mountainous areas, lakes and other areas, and the construction environment is quite complicated. Any operation error anywhere on the production line will lead to major equipment damage and casualties.
The main characteristics of 10kV distribution network determine that its construction is a very arduous and challenging task. At the same time, it is also an important work for electric power enterprises. How to effectively improve the construction quality of distribution network, how to do a good job in its construction safety management, and effectively prevent equipment damage and personal safety accidents are the primary tasks of construction units and power enterprises.

1 Do a good job in site exploration. Whether the survey data before the construction of distribution lines is accurate will directly affect the rationality of the construction drawing design of distribution lines and the confirmation of construction parts. The main function of distribution line survey is to effectively reduce the path length of distribution line under the premise of convenient operation, safety and reliability, and finally effectively reduce the construction and operation cost of the line. In the survey of distribution lines, the following work should be done well: (1) During the survey, we must carefully record the rotation angle, horizontal height difference and other related data in the line to avoid mistakes and leaks; (2) The measurement should be carried out in strict accordance with the operation flow of measurement and the order of data recording, and the surveyors should also try their best to improve the measurement quality; (3) The surveyors should communicate effectively with the designers and make technical disclosure in time, so as to maintain the gradual improvement of the measurement quality and effectively ensure the accuracy of the measurement results.

In the field construction, a comprehensive survey should be carried out, and the geological conditions of the fixed points of distribution line equipment should be considered, so as to realize the optimal design of distribution line designers.
3. Optimize the tower structure of distribution lines. Tower is the main load-bearing equipment of conductor, so it should be constructed and protected in accordance with the requirements of relevant codes in the construction of distribution lines to prevent the tower from sinking, deforming or even toppling due to external force. For the part buried in the underground tower, it can determine whether the tower is stable or not, which is also a basic project. The rationality of foundation engineering construction can effectively reduce the excavation of distribution line foundation and ensure the safety of distribution line construction.
During the tower foot construction, try to excavate from the bottom of the front of the tower body, and at the same time try to reduce the amount of excavation. When the tower is constructed at a steep slope, the height difference at the tower foot is the largest, so it is difficult to balance the ground height difference. At this time, the long foot of the tower foot should be raised to its corresponding main column mode; If it is still difficult to meet the construction requirements, it is necessary to build special infrastructure or dig deep into the foundation of the tower foot to ensure that the tower foot can balance the height difference.
4. Base surface construction. During the construction of distribution line foundation, the excavated earth and stone will affect the stability of soil, and the random excavation will also increase the bearing pressure of slope, which is easy to cause landslide and tower defense due to rain and snow. After the construction, the distribution line should be treated in time.
In order to ensure the normal and stable operation of distribution lines and avoid potential safety hazards, abandoned excavations need to be demolished. In the later period of line construction, for the base surface with serious tower weathering and erosion, it is necessary to carry out face protection construction to effectively avoid unintentional damage during construction.
5 effective ways to deal with waterproofing. In 10kV distribution line, the use of waterproof facilities can effectively avoid the influence of flood, rain, rain and surface water on the subgrade surface of distribution line, thus ensuring its construction quality and prolonging the service life of the line. When the tower has a slope, it should be excavated on the uphill side of the tower according to the actual situation, and a drainage ditch should be set up to intercept and timely eliminate the surface water collected on the hillside to ensure the stability of the base surface and foundation soil of the distribution line.
Because drainage facilities may be damaged after long-term hydraulic erosion, they should be protected. According to the actual situation of the soil around the iron tower, the wall protection materials should be reasonably selected, and concrete precast blocks should be selected to protect the facilities with low soil viscosity. For regional facilities with strong weathering of rocks, mortar masonry should be chosen for protection; Choose natural vegetation to protect regional facilities with good soil viscosity.

Whether the line construction of 10kV distribution network is reasonable or not affects the safety and stability of line operation, which is related to the operation quality of all power systems.
