Safety in production concerns the safety of people's lives and property and the overall situation of reform, development and social stability. The CPC Central Committee and the State Council attached great importance to work safety, and since the founding of the People's Republic of China, especially since the reform and opening up, a series of major measures have been taken to strengthen work safety. Promulgate and implement the Law of People's Republic of China (PRC) on Work Safety (hereinafter referred to as the Law on Work Safety) and other laws and regulations to clarify the responsibility for work safety; The supervision system of production safety was initially established, and the supervision and management of production safety were strengthened; Special rectification of production safety has been carried out in key industries and fields, the order of production and operation and the conditions of production safety have been improved, and the situation of production safety has generally improved steadily. However, at present, the situation of safety production in China is still grim, and the situation of frequent casualties in coal mines, road transportation, construction and other fields has not been fundamentally reversed; The foundation of safe production is relatively weak, and the guarantee system and mechanism are not perfect; In some places and production and business units, safety awareness is not strong, responsibilities are not implemented and investment is insufficient; Safety production supervision and management institutions, team building and supervision need to be strengthened. In order to further strengthen the work of production safety and realize the fundamental improvement of the situation of production safety in China as soon as possible, the following decisions are made.
First, raise awareness and clarify the guiding ideology and objectives.
1, fully understand the importance of safety in production. Doing a good job in production safety and effectively ensuring the safety of people's lives and property embodies the fundamental interests of the overwhelming majority of people and reflects the development requirements of advanced productive forces and the direction of advanced culture. Doing a good job in production safety is an important content of building a well-off society in an all-round way and coordinating the all-round development of economy and society. It is an integral part of implementing the sustainable development strategy, a basic task for the government to perform the functions of social management and market supervision, and a basic requirement for the survival and development of enterprises. At present, China is still in the primary stage of socialism, and we must make unremitting efforts to achieve a fundamental improvement in the situation of safe production. All localities and departments should regard safety in production as a long-term and arduous task, and always be vigilant and persistent. We should fully understand the importance and practical urgency of strengthening production safety from the perspective of fully implementing Theory of Three Represents and ensuring the safety of people's lives and property, mobilize all social forces and make concerted efforts.
2. Guiding ideology. Conscientiously implement Theory of Three Represents, adapt to the requirements of the new situation of building a well-off society in an all-round way and improving the socialist market economic system, adhere to the basic policy of "safety first, prevention first", further strengthen the government's leadership over production safety, vigorously promote all work of production safety, implement the main responsibility of production and business units for production safety, and strengthen supervision and management of production safety; Vigorously promote the "three constructions" of safety production supervision system, safety production legal system and law enforcement team, establish a long-term mechanism for safety production, implement the strategy of rejuvenating the country through science and technology, actively adopt advanced safety management methods and safety production technologies, and strive to achieve a fundamental improvement in the national safety production situation.
3. objectives. By 2007, a relatively perfect safety production supervision system had been established, and the situation of safety production in the whole country had steadily improved. The accident-prone situation in key industries and fields such as mines, dangerous chemicals and construction had been reversed, and the number of accident deaths in industrial and mining enterprises, the death rate of one million tons in coal mines and the death rate of 10,000 vehicles in road transportation had all declined to some extent. By 20 10, a standardized and perfect legal order of work safety was initially formed, the situation of work safety in the whole country improved obviously, serious accidents were effectively curbed, and all kinds of work safety accidents and deaths were greatly reduced. Strive to achieve a fundamental improvement in China's safety production situation by 2020, and the mortality rate of 100 million yuan GDP and 100,000 people will reach or approach the level of moderately developed countries in the world.
Two, improve the policy, and vigorously promote the work of safety in production.
4. Strengthen industrial policy guidance. Formulate and improve industrial policies and adjust and optimize industrial structure. Gradually eliminate enterprises with backward technology, waste of resources and serious environmental pollution, and do not have the conditions for safe production. Through merger, association and reorganization, we will actively develop large companies, large groups and large production and supply bases that operate across regions and industries, and improve the production capacity of enterprises with safe production guarantees.
5. Increase government investment in production safety. Strengthen the construction of safety production infrastructure and support system, and increase support for the technological transformation of safety production in enterprises. Use long-term construction bonds and budgetary capital construction investment to support the technological transformation of safety production in large and medium-sized state-owned coal enterprises. Local people's governments at all levels should attach importance to the investment in the construction of safety production infrastructure and actively support the safety technological transformation of enterprises. Local governments should strengthen the supervision and management of the special funds for production safety arranged by the state, ensure that the funds are earmarked, and arrange matching funds to guarantee them.
6, deepen the special rectification of production safety. Adhere to the special rectification of safety production such as mines, roads and water traffic, dangerous chemicals, civil blasting equipment and fireworks, and fire safety in crowded places. As an important task of rectifying and standardizing the socialist market economic order, we will continue to make unremitting efforts. Continue to close and ban small coal mines, factories and enterprises that are illegal and do not have safe production conditions, and curb low-level redundant construction. Carry out the overload and overrun control of highway trucks to ensure the safety of road traffic and transportation. Combine the special rectification of safety production with the implementation of the safety production guarantee system of production and business units according to law, strengthen daily supervision and management, establish a long-term mechanism of safety production, and ensure the effectiveness of the rectification work.
7, improve the legal system of production safety. For the various legal systems established by the "Safety Production Law", it is necessary to promptly formulate supporting laws and regulations. Earnestly do a good job in the preparation and revision of various technical specifications and standards for safe production. All regions should formulate and improve the supporting implementation methods and measures of the safety production law in light of local conditions. Intensify the study, publicity and implementation of safety laws and regulations, popularize the legal knowledge of safety production, and enhance the legal concept of safety production of the whole people.
8. Establish an emergency rescue system for production safety. Accelerate the construction of the national emergency rescue system for production safety, establish the national emergency rescue command center for production safety as soon as possible, make full use of existing emergency rescue resources, build a professional rescue team with rapid response capability, improve the level of rescue equipment, and enhance the emergency rescue capability for production safety accidents. Strengthen the construction of regional production safety emergency rescue bases. Do a good job in the general survey and registration of major hazards, strengthen the monitoring of major hazards at the national, provincial (autonomous regions and municipalities), city (prefecture) and county (city) levels, and establish emergency rescue plans and early warning mechanisms for production safety.
9, strengthen the scientific research and technology development of production safety. Strengthen the discipline construction of safety production, actively develop the general higher education of safety production, and cultivate and bring up more safety production technology and management talents. Increase investment in science and technology, make full use of safety research resources such as institutions of higher learning, scientific research institutions and social organizations, and strengthen basic and applied research on safety production. Establish a national safety production information management system to improve the accuracy, scientificity and authority of safety production information statistics. Actively carry out international exchanges and cooperation in the field of safety production, and accelerate the pace of introduction, digestion, absorption and independent innovation of advanced safety production technologies.
Three, strengthen management, implement the main responsibility of production safety of production and business units.
10, strengthen and improve the safety management of production and business units according to law. Strengthen the main position of production and business units in safety production, further clarify the responsibility for safety production, and fully implement various safety laws and regulations. Production and business units shall, in accordance with the "Safety Production Law" and other relevant laws and regulations, set up safety production management institutions or be equipped with full-time (or part-time) safety production management personnel. Ensure the necessary investment in production safety, actively adopt new technologies, new processes, new equipment and new materials with reliable safety performance, and continuously improve the conditions for production safety. Improve the safety management of production and business units, actively adopt methods such as occupational safety and health management system certification, risk assessment and safety evaluation, implement various safety precautions, and improve the level of safety production management.
1 1, carry out safety and quality standardization activities. Formulate and promulgate technical specifications and working standards for safety production quality in key industries and fields, and generally carry out safety and quality standardization activities in all enterprises such as industry, mining, commerce, transportation and construction. Strict responsibility system for safety production quality should be established in all links and posts in the production process of enterprises. Production and business activities and behaviors must meet the requirements of relevant laws and regulations on safety production and technical specifications for safety production, and be standardized and standardized.
12, do a good job in safety production technology training. Strengthen safety production training, integrate training resources, improve training network, increase training efforts and improve training quality. The production and business operation entities must conduct necessary technical training for safety production for employees, and their principal responsible persons, relevant management personnel and important types of workers must receive standardized training for safety production in accordance with the provisions of relevant laws and regulations, and pass the examination and hold relevant certificates. Improve the examination, appointment and assessment system of registered safety engineers.
13. Establish a system for enterprises to extract security fees. In order to ensure the capital investment required for safe production and form a long-term mechanism for enterprises to invest in safe production, we should learn from the experience of extracting safety expenses from coal mines and gradually establish a system for extracting safety expenses from production enterprises in high-risk industries when conditions are ripe. The extraction of enterprise safety expenses should be based on the characteristics of regions and industries, and the extraction standards should be determined separately. The enterprises should extract them themselves and store them in special accounts to be earmarked for safety production.
14, increase the economic compensation of production and business units for casualty accidents according to law. Production and business units must conscientiously implement the industrial injury insurance system, participate in industrial injury insurance according to law, and pay insurance premiums for employees in a timely manner. At the same time, according to the "Safety Production Law" and other relevant laws and regulations, pay compensation to employees or their families who are injured due to production safety accidents. Further improve the compensation standard for casualties in production safety accidents of enterprises, and establish a mechanism for enterprise leaders to consciously guarantee safety investment and strive to reduce accidents.
Four, improve the system, strengthen the supervision and management of production safety.
15, strengthen the construction of local safety production supervision institutions and law enforcement teams at all levels. The local people's governments at or above the county level shall, in accordance with the provisions of the Law on Safety in Production, establish and improve the safety production supervision institutions, enrich the necessary personnel, strengthen the construction of safety production supervision teams, improve the authority of safety production supervision, and earnestly perform the functions of safety production supervision. Improve the coal mine safety production supervision system, and further strengthen the construction of coal mine safety production supervision team and supervision and law enforcement.
16, the establishment of safety production control index system. It is necessary to formulate a national medium-and long-term development plan for safety production, clarify the annual safety production control indicators, establish a national and provincial (autonomous regions and municipalities) control index system, and implement quantitative control and assessment of safety production. Since 2004, the state has issued various annual safety production control indicators to the people's governments of all provinces (autonomous regions and municipalities), and conducted follow-up inspection, supervision and assessment. On the provinces (autonomous regions and municipalities) the completion of production safety control indicators, the national production safety supervision and management departments will be published once every quarter through press conferences, government announcements, briefings and other forms.
17. Establish an administrative licensing system for production safety. Incorporate safety in production into the scope of national administrative licensing, regard safety in production as an important content in the administrative licensing system of various industries, and prevent enterprises that do not have the conditions for safety in production from entering the market at the source. To start an enterprise, it is necessary to meet the safety production conditions stipulated by law, apply to the relevant government departments for a safety production license and hold a production license. Safety facilities of new construction, renovation and expansion projects must be designed, constructed and put into production and use at the same time as the main project (hereinafter referred to as "three simultaneities"). For construction projects that have not passed the "three simultaneities" review, the relevant departments shall not handle administrative licensing procedures, and enterprises shall not start production.
18, the establishment of enterprise safety production risk of mortgage system. In order to strengthen the responsibility of production safety of production and business units, all regions may, according to the actual situation, collect a certain amount of risk of mortgage for production safety from enterprises engaged in production and business activities in the fields of mines, road transport, construction, dangerous chemicals, fireworks and firecrackers. Production safety accidents occur in the process of production and operation of enterprises, which are used as the funds needed for emergency rescue and disaster relief and after-treatment of accidents. The specific measures shall be studied and formulated by the State Administration of Work Safety in conjunction with the Ministry of Finance.
19. Strengthen the administrative law enforcement of production safety supervision. Safety production supervision and supervision institutions at all levels should enhance their awareness of law enforcement and enforce the law strictly, fairly and civilly. Supervise and inspect the production safety of production and business units according to law, guide and urge production and business units to establish and improve the responsibility system for production safety, and implement various preventive measures. Organize enterprise safety assessment, do a good job in classified guidance and key supervision. Enterprises that seriously neglect safety in production and their responsible persons or owners should increase administrative law enforcement and economic punishment according to law. Seriously investigate and deal with all kinds of accidents, and adhere to the "four don't let go" that the cause of the accident has not been ascertained, the responsible personnel have not been dealt with, the rectification measures have not been implemented, and the relevant personnel have not been educated. Not only should the person directly responsible for the accident be held accountable, but also the leadership responsibility of the responsible person concerned should be held accountable.
20, strengthen the supervision of production safety of small enterprises. Small enterprises are the weak link of safety production management. All localities should attach great importance to the safety production of small enterprises and earnestly strengthen supervision and management. From the aspects of organization and leadership, working mechanism and safety investment, we have gradually explored a set of effective supervision methods. Adhere to the supervision and management in service, actively provide services such as safety technology, talents and policy consultation for small enterprises, strengthen inspection and guidance, and urge small enterprises to do a good job in safety production. It is necessary to pay attention to solving the problem of safety production input in small coal mines, and strictly supervise the extraction of safety expenses from township and individual coal mines in accordance with relevant regulations.

Seriously investigate and deal with the responsibility of accidents according to law, and strictly investigate the responsibility of local government and enterprise leaders who have dereliction of duty or leadership responsibility for accidents according to relevant laws and regulations. Severely punish corruption and evil forces in the field of safety production.
22, the construction of the whole society to grasp the work pattern of production safety. The local people's governments at all levels shall hold a regular meeting on production safety at least once every quarter to analyze and deploy, supervise and inspect the work on production safety in the local area; Vigorously support and help solve the difficulties and problems encountered by the safety production supervision department in administrative law enforcement. Safety production committees at all levels and their offices should actively play a comprehensive coordinating role. Comprehensive supervision of production safety and other departments responsible for the supervision and administration of production safety shall, under the unified leadership of the government and in accordance with the provisions of relevant laws and regulations, carry out their duties, cooperate closely, and earnestly perform the functions of safety supervision. Trade unions and Communist Youth League organizations at all levels should focus on safety production, give full play to their respective advantages and carry out mass safety production activities. Give full play to the role of various associations, societies, centers and other intermediaries and mass organizations, and build a safety production support system such as information, law, technical equipment, publicity and education, training and emergency rescue. Strengthen social supervision, mass supervision and news media supervision, enrich national activities such as "Safe Production Month" and "Safe Production Miles", and strive to build a safe production work pattern of "unified leadership by the government, supervision by departments according to law, overall responsibility of enterprises, participation of the masses in supervision and broad support from the whole society".

Incorporate the publicity and education on safety in production into the overall layout of propaganda and ideological work, adhere to the correct guidance of public opinion, vigorously publicize the party and the state's principles and policies on safety in production, laws and regulations, and major measures to strengthen safety in production, and publicize advanced models and experiences of safety in production; Typical cases of serious neglect of production safety and serious accidents should be exposed. Set up safety knowledge courses in colleges and universities, primary and secondary schools to improve young people's ability to identify and prevent disasters such as road traffic, fire fighting and city gas. Through extensive and in-depth publicity and education, the people's awareness of self-safety protection according to law has been continuously enhanced.
All regions, departments and units should strengthen investigation and study, pay attention to discovering and studying new situations and problems in safety production, promote innovation in safety production theory, supervision system and mechanism, supervision methods and means, safety science and technology and safety culture, continuously enhance the pertinence and effectiveness of safety production, and strive to create a new situation in safety production in China. Create a safe and stable environment for perfecting the socialist market economic system and realizing the grand goal of building a well-off society in an all-round way put forward by the 16th National Congress of the Communist Party of China.
