(1) Stage 1: 1979— 1988.
1979, a new era of talents was born in China. From the papers published in 1979 to the early monographs published since 1983, the phenomenon, concept and development of contacting potential talents began. During this period, there are few papers devoted to the study of potential talents. Some talent monographs only use a few pages to discuss potential talents and potential talents. The characteristics of these monographs on potential talents are as follows: 1. Few works; 2. There are few discussions about potential talents and potential talents, and sometimes they are just mentioned; 3. The contents involved are not systematically expounded.

(ii) Phase II: 1989-2003
1In September, 989, Hunan People's Publishing House published Yang Jingdong's academic monograph "An Outline of Potential Talents", which is the first monograph on potential talents in China. Its publication marks a breakthrough in the study of potential talents and has begun to become the "most important branch" of talent science. This book makes a systematic and in-depth study of potential talents, potential talents problems and potential talents phenomena, defines the concepts of potential talents and potential talents, establishes the theoretical framework of potential talents, puts forward the principles of potential talents, determines the disciplinary system of potential talents, and enriches the disciplinary content of talents.

(iii) Phase III: 2004-2008
At the end of 2003, the National Conference on Talent Work was held, and the CPC Central Committee made a decision on talent work. The research on talents is unprecedentedly active, but there are still few papers on potential talents. As for the works of potential talents, only the updated version of Yang Jingdong's Outline of Potential Talents (Shanxi Education Press, 2004) and its second and third editions have been published.
The third edition of Potential Talents published by Shanxi Education Publishing House in 2008 increased by 60,000 words compared with the second edition in 2004. It has added some new spirits advocated by the CPC Central Committee in recent years, introduced many new talent selection methods popularized and applied in recent years, and added some new cases.
In terms of potential talents, although the number of papers is still small, the quality of papers is generally high, forming the development and research of various potential talents.
