Enterprise employee handbook is not a trade secret. But academic papers should not be cited as much as possible.

Trade secrets must be information that cannot be obtained directly from public channels, which is a requirement for the difficulty of obtaining trade secrets. The so-called inability to obtain from public channels essentially requires that business secrets cannot be disclosed to the public. Once made public, they will enter the public domain and will no longer be trade secrets.

Broadly speaking, any confidential business information that constitutes an enterprise's competitive advantage can be considered as a business secret. Anyone other than the holder, using this information without permission will be regarded as unfair competition and infringement.

Article 10 of China's Anti-Unfair Competition Law stipulates: "Trade secrets refer to technical information and business information that are not known to the public, can bring economic benefits to the obligee, are practical, and are kept secret by the obligee."
