Cheng began to study the administrative legal system in the mid-1980s, especially the legislative research of several landmark administrative laws which marked the progress of democracy and legal system in China. He has published successively: Notarization Analysis of Administrative Litigation, Legal Status of Local Regulations, Defects and Perfection of Current Administrative Penalty System, On the Implementation Guarantee of State Compensation Law, Basic Principles of Reconstructing China's Administrative Law, Query on Article 53 of the New Judicial Interpretation of Administrative Litigation Law ―― Also on the Nature of Administrative Reconsideration, Ways to Deal with Invalid Administrative Violations, Cause Analysis and Preventive Countermeasures of Administrative Violations. Reflections on the standard of dividing formal hearing and informal hearing, and several basic problems of administrative planning ―― Analysis of nearly 20 papers on Administrative Procedure Law (Expert's Proposal Draft), the subject of administrative law enforcement and its powers and responsibilities. These papers reflect their concern and discussion on the frontier issues of legislation or problems in the implementation of laws such as the Administrative Procedure Law, the State Compensation Law, the Administrative Punishment Law, the Administrative Reconsideration Law, the Administrative Compulsory Law and the Administrative Procedure Law in different periods, which laid a solid foundation for successfully applying for the master's degree in Constitution and Administrative Law in early 2003.
Since the mid-1990s, domestic administrative law scholars have begun to emphasize the importance of departmental administrative law research. Cheng realized earlier that the legal issues in the field of education, especially higher education, are an academic field to be reclaimed, and many features of modern administrative law can be exemplified in the field of higher education, which prompted him to conduct pioneering and forward-looking research in the field of educational administrative law.
