It has provided an important impetus for China's economic growth and all-round social development. However, with the gradual improvement of China's infrastructure construction and the rapid development of local construction market, the scarcity of land resources in China is increasing day by day, which urges investors to further improve their requirements for project investment control.
In the whole project cost control process, once the investment decision is made, the key to control the project cost lies in the design stage. Studies at home and abroad show that the design stage, which accounts for less than 3% of the total cost, has more than 70% impact on the project life cycle cost. However, in practice, due to the neglect of cost control in the design stage and the lack of in-depth research on the methods and systems of cost control in the design stage, the cost is out of control in many construction processes. As one of the most effective methods to control the cost in the design stage, quota design method has achieved certain results in the practical application of engineering in China, but there is still much room for improvement.
In view of this, this paper focuses on the improvement of quota design method and studies the cost control in the design stage of construction projects. Firstly, this paper discusses the research background of cost control in design stage, analyzes the significance of cost control in design stage in detail, and makes clear the value and significance of this topic. This paper summarizes and analyzes the relevant research situation at home and abroad, and points out the improvement direction of quota design method. Secondly, the related concepts, procedures, objectives and principles of project cost control in the design stage are expounded. The main methods and theories of cost control in design stage are introduced again, including quota design method, value engineering principle, quality function deployment (QFD) method and life cycle cost (LCC) theory. Then, the improvement process of quota design is put forward. First, the design quota is determined by QFD method, and then the design quota is initially allocated by value engineering principle, and the functional target cost is obtained. Finally, considering the operability of LCC and practical application, the functional target cost is comprehensively revised. Finally, taking a real estate development project as an example, the operability of the improved quota design method is expounded and demonstrated, and the application of quota design method in project cost control is summarized and prospected in the last chapter.
