Measures for the Administration of Swimming Places in Zhejiang Province (revised in 2005)
Article 1 In order to strengthen the management of swimming places and ensure the health and safety of swimmers, these Measures are formulated in accordance with the provisions of relevant laws and regulations of the state and combined with the actual situation of this province. Second indoor and outdoor artificial swimming pools (stadiums, gymnasiums) and natural swimming pools in rivers, lakes, oceans and other waters (hereinafter referred to as swimming pools) within the administrative area of this province must abide by these measures. The sports administrative department of the third provincial people's government is responsible for the supervision and management of swimming places in the province.

The sports administrative department of the people's government at or above the county level or the institution authorized by the people's government at the corresponding level shall be responsible for the supervision and management of swimming places within their respective administrative areas.

Health and public security administrative departments at all levels shall, according to their respective responsibilities, assist the sports administrative departments in supervising and managing swimming places. Article 4 The establishment of a swimming place shall meet the following conditions:

(1) Having corresponding safety and health facilities and equipment;

(2) Having corresponding management personnel and professional and technical personnel;

(3) Having a corresponding management system;

(four) other conditions stipulated by laws, regulations and rules.

Those who meet the above conditions shall obtain a health permit according to law and report the relevant materials for running swimming places to the sports administrative department for the record. Article 5 An artificial swimming pool (venue) must meet the following basic requirements:

(a) the design and water quality meet the standards and requirements stipulated by the state;

(2) There are obvious warning signs in shallow waters, and the water depth in shallow waters shall not exceed1.2m;

(three) every 250 square meters of water is equipped with 1 rescue observation station (if the water area is less than 250 square meters, at least 2 rescue observation stations are set up), and the rescue equipment is complete and can be effectively used;

(4) There are 1 escalators per 250 square meters of water area, and there are at least 2 escalators in the swimming pool with small area;

(five) there are broadcasting facilities and billboards, warning signs and publicity columns containing management systems and other necessary matters;

(six) open at night with lights, the water surface illumination is not less than 80 lux, and equipped with emergency lighting equipment. Article 6 A natural swimming pool must meet the following basic requirements:

(a) the design and water quality meet the standards and requirements stipulated by the state;

(2) Set buoys that meet the identification requirements in the waters and the edges of swimming areas, and set signs and safety nets indicating dangerous areas in seawater swimming pools;

(three) a comprehensive monitoring (command) station, communication and broadcasting facilities and management system and other necessary matters bulletin board;

(four) equipped with life-saving equipment and equipment suitable for swimming places. Seventh swimming places must strictly implement the laws and regulations of public health and public security management, establish and improve the health and safety responsibility system and various health and safety management systems from the person in charge of the management organization to the management personnel of each post. Eighth artificial swimming pools (venues, gymnasiums) must strictly implement the health certificate system, and those who have no health certificate in that year are not allowed to swim in the pool.

The relevant medical and health institutions shall carry out health examination in strict accordance with the regulations and issue health certificates. Ninth swimming places must strictly control the capacity of each game, and shall not sell tickets in excess. The per capita water area of an artificial swimming pool (field or pavilion) shall not be less than 2.5 square meters; The per capita water area of a natural swimming pool shall not be less than 4 square meters. Article 10 The management institutions of swimming places and their staff shall, under the supervision and guidance of the health department, strengthen regular hygiene management, do a good job in disinfection and sewage removal of pool water, and keep shower rooms, dressing rooms, toilets and other facilities clean.

The staff of swimming places shall not engage in the work of directly serving swimmers without obtaining a health certificate.

Swimming suits and pants are not allowed to be rented in swimming places. Article 11 The person in charge of swimming places and the public security management personnel shall earnestly perform their public security management duties, maintain public order in swimming places, discourage and stop all kinds of illegal acts, and prevent the occurrence of public security disasters and accidents.

Swimming places must strictly implement the following provisions:

(1) It is forbidden to bring firearms, ammunition, explosive inflammable dangerous goods, daggers and other controlled knives into swimming places;

(2) It is forbidden to sell alcoholic beverages to swimmers and prohibit drunken people from entering swimming places;

(three) prohibit other acts in violation of the provisions of public security management. Twelfth natural swimming pools, especially seawater swimming pools, should take early warning measures to ensure the safety of swimmers when abnormal environmental conditions such as climate may occur. Thirteenth operators of swimming places must strictly implement the water rescue system, and equipped with water lifeguards in accordance with state regulations. Fourteenth water lifeguards must implement the principle of "prevention first, safety first", strictly abide by the working rules, conscientiously perform their duties, and timely find and rescue drowning personnel and those who are not suitable for continuing swimming. Fifteenth swimming pool drowning accident, must immediately report to the local sports administrative department and the public security administrative department. Sixteenth swimming places life-saving equipment and equipment can not be effectively used, shall be ordered to improve within a time limit, and may be fined more than 200 yuan 1000 yuan. Seventeenth swimming places selling alcoholic beverages, shall be ordered to make corrections, and may be fined more than 200 yuan 1000 yuan.
