The protection and management of cultural relics, revolutionary sites, martyrs memorial facilities and historical buildings in red resources shall be governed by relevant laws and regulations. Article 3 The term "red resources" as mentioned in these Regulations refers to the material resources and spiritual resources with important historical value, educational significance and commemorative significance formed in the revolutionary struggle and socialist construction practice led by the China Production Party since the period of the new democratic revolution. Including:
(1) The former site of important institutions and conferences;
(2) Former residences, former residences, activities, cemeteries and relics of important people;
(3) Sites and relics of important events and battles;
(four) the place where the deeds of martyrs have an important influence or the location of the martyrs' tomb;
(5) Monuments (towers, churches) and other commemorative buildings (structures) reflecting the revolutionary history and spirit, as well as important files, documents, manuscripts, audio-visual materials and other representative movable objects;
(six) landmark buildings, exhibition halls, memorial facilities, etc. Witness major historical events in socialist construction and reform and opening up;
(seven) other red resources that need to be protected by laws and regulations. Article 4 The people's governments at or above the county level shall strengthen the organization and leadership of the protection and inheritance of red resources within their respective administrative areas, incorporate the protection of red resources into the relevant special plans such as the national economic and social development plan, the land space plan, the historical and cultural protection plan, and establish a funding guarantee mechanism that is suitable for economic and social development, and the required funds shall be included in the fiscal budget at the corresponding level.
Township people's governments and sub-district offices are responsible for the daily inspections and on-site protection of red resources within their respective jurisdictions.
Villagers' committees and residents' committees shall assist the people's governments and relevant departments to do a good job in the protection and inheritance of red resources in the region, timely grasp and report relevant information of red resources, and guide villagers and residents to make rational use of red resources in accordance with protection requirements. Fifth people's governments at or above the county level shall be responsible for the protection, management, inheritance and utilization of red resources within their respective administrative areas.
The competent department of veterans affairs of the people's governments at or above the county level shall be responsible for the protection, management, inheritance and utilization of red resources involving martyrs memorial facilities within their respective administrative areas.
The competent department of housing and urban and rural construction of the people's governments at or above the county level shall be responsible for the protection, management, inheritance and utilization of red resources related to historical buildings within their respective administrative areas.
Archives, development and reform, finance, public security, education, natural resources, ecological environment, urban management and comprehensive law enforcement, emergency management, fire rescue, human resources and social security departments and party history research institutions shall, according to their respective functions and duties, do a good job in the protection, management, inheritance and utilization of red resources. Article 6 This Municipality shall establish a joint meeting mechanism for the protection and inheritance of red resources at the city and county levels, coordinate, guide and promote the protection, management, inheritance and utilization of red resources, and study and decide on major issues such as policies for the protection, management, inheritance and utilization of red resources.
The joint meeting is attended by departments such as culture and tourism, veterans affairs, housing and urban and rural construction, development and reform, finance, and party history research institutions. Article 7 The Municipal People's Government shall set up an expert advisory committee for the protection of red resources to provide consulting, demonstration and evaluation services and professional guidance for the identification, protection, management, inheritance and utilization of red resources.
The Red Resource Protection Expert Advisory Committee is composed of experts in the fields of party history research, cultural relics protection, urban and rural planning, architecture, education, cultural communication, archives, economy and law. The specific candidates are appointed by the Municipal People's Government, and the cultural and tourism departments of the Municipal People's Government are responsible for their daily work. Eighth people's governments at or above the county level shall set up special funds for the protection of red resources, which shall be used for the expenses of red resources census and filing, exclusion evaluation, theoretical research, repair subsidies and the production of protection signs. The sources of special funds include: subsidies from higher authorities, financial budget arrangements at the same level, social donations and other channels raised according to law. Special funds shall be used for special purposes, and shall be subject to the supervision of the financial, auditing and supervision departments and the society.
The specific management measures for the use of special funds for the protection of red resources shall be formulated by the people's governments at or above the county level. Ninth units and individuals are encouraged to participate in the protection, inheritance and utilization of red resources through donations, funding, voluntary service and technical support.
The people's governments at or above the county level shall commend and reward the units and individuals that have made outstanding contributions to the protection, inheritance and utilization of red resources. Article 10 The competent department of culture and tourism of the people's government at the county level shall, jointly with the departments of retired military affairs, housing and urban and rural construction at the same level, and the research institutions of party history, regularly organize and carry out the general survey of red resources within their respective administrative areas, timely grasp the preservation status and protection needs of red resources, collect and sort out relevant materials such as words, materials, pictures and videos, and establish a general survey file of red resources.
Encourage units and individuals to provide red resource clues to relevant departments.
