Constitution of China Nuclear Society
Chapter I General Principles

Article 1 The name of this group is: China Nuclear Society, English name: Chinese.

Nuclear society, abbreviation: CNS.

Article 2 This group is an academic, national and non-profit social group voluntarily composed of nuclear scientists and technicians.

Article 3 Purpose of this group: Abide by the Constitution, laws, regulations and national policies of People's Republic of China (PRC), and abide by social ethics. In line with the principle of "letting a hundred flowers blossom and a hundred schools of thought contend", we will fully carry forward academic democracy, advocate dialectical materialism, adhere to the scientific attitude and fine style of seeking truth from facts, advocate the spirit of professionalism, innovation, seeking truth from facts and cooperation, unite the vast number of nuclear scientists and other scientific and technological personnel, promote the prosperity and development of nuclear science and technology, promote the popularization and promotion of nuclear science and technology, and promote the growth and improvement of scientific and technological personnel.

Article 4 The organization accepts the business guidance, supervision and management of the registration authority of the Ministry of Civil Affairs of the People's Republic of China and the China Association for Science and Technology, the competent business unit.

Article 5 Address of this group:No. 1, Nansan Lane, Sanlihe, Xicheng District, Beijing.

Chapter II Scope of Business

Article 6 The business scope of this Association is as follows:

(a) to carry out academic exchange activities, activate academic ideas, improve the level of nuclear science and technology, and promote the development and application of nuclear science and technology;

(two) to carry out non-governmental international nuclear science and technology exchange activities and develop friendly exchanges with nuclear science and technology groups and nuclear science and technology workers at home and abroad;

(3) popularizing knowledge of nuclear science and technology, popularizing advanced technology, carrying out continuing education and scientific and technological activities for young people, and holding nuclear science and technology exhibitions with the authorization of relevant government departments or according to the needs of the market and industry;

(4) Editing and publishing academic and scientific books and periodicals in accordance with regulations;

(five) to carry out scientific and technological project demonstration, evaluation, consultation and other activities, to provide technical advice and technical services;

(six) reflect the suggestions, opinions and voices of members and scientific and technological workers, safeguard their legitimate rights and interests, and organize various undertakings and activities to serve members;

(seven) with the approval of the relevant government departments, determine the scientific and technological projects, select and reward outstanding academic papers, academic works and popular science works;

(eight) recommend candidates for academicians of China Academy of Sciences and China Academy of Engineering in nuclear science and technology and related fields; Recommend outstanding scientific and technological achievements, products and talents;

(nine) other tasks entrusted by the competent business unit.

Chapter III Members

Article 7 Members of this group are divided into individual members and unit members.

Individual members include ordinary members and student members.

Any foreign scientist who is friendly to China, willing to participate in the activities of the Association, engaged in academic exchanges and cooperation, and has influence and achievements in the field of nuclear science and technology can be admitted as a foreign member after being introduced by two members of the Association, reviewed and approved by the Council of the Association, and approved by the China Association for Science and Technology. Foreign members have the priority to obtain periodicals, publications and related materials published by the association, and have the right to participate in international academic conferences organized by the association on invitation; Undertake the obligation to send academic materials and provide academic information to the Association, support the work of the Association and complete the work entrusted by the Association.

The following relevant provisions of the Articles of Association do not include foreign members.

Article 8 A member applying to join this group must meet the following conditions:

(a) Support the articles of association of the Group;

(two) have the will to join this group;

(three) has a certain influence in the business (industry, discipline) of this group;

(four) individual members should have the conditions:

1, ordinary member

(1) nuclear science and technology personnel with intermediate or above titles, such as assistant researchers, lecturers, engineers, agronomists and attending physicians, who are concerned about the development of nuclear science and technology in China;

(2) Engaged in nuclear science and technology, with practical work experience and academic level above intermediate title;

(3) Nuclear scientific and technological personnel who have obtained a master's degree or above;

(4) People and leading cadres who enthusiastically and actively support the activities of the Association and engage in nuclear science and technology and related fields.

2. Student members

College students and graduate students majoring in nuclear and related majors in institutions of higher learning who are willing to participate in the activities of this institute may apply for membership. After graduation, student members need to apply for approval separately to become ordinary members.

Article 9 The procedures for joining the club are as follows:

(1) submitting an application for membership;

(2) discussed and adopted by the Council;

Among them, individual members need to be recommended by local nuclear societies of provinces, municipalities and autonomous regions or branches of this Association;

(3) The membership card shall be issued by the Council or an organization authorized by the Council.

Article 10 Members shall enjoy the following rights:

The right to vote, to be elected and to vote of this group;

(two) to participate in the activities of this group;

(three) to obtain the priority of this group service;

(four) have the right to criticize, suggest and supervise the work of this group;

(five) voluntary membership, free withdrawal;

(six) in addition to the above rights, members of the unit also enjoy the following rights:

1. Give priority to the relevant publications and technical materials of the Association;

2. You can ask this association for technical consultation and technical services;

We may be asked to help organize training courses.

Article 11 Members shall perform the following obligations:

(a) Implementing the resolutions of the Panel;

(two) to safeguard the legitimate rights and interests of this group;

(three) to complete the work assigned by the group;

(four) to pay membership fees in accordance with the provisions;

(five) to respond to the situation of this group and provide relevant information;

(six) member units should support the work of this association from the aspects of work and material.

Article 12 When a member withdraws from the meeting, he shall notify the group in writing and return his membership card. If a member fails to pay the membership fee or participate in the group activities within 1 year, it will be deemed as automatic withdrawal.

Article 13 A member who seriously violates the Articles of Association shall be removed by voting of the Council or the Standing Council.

Chapter IV Establishment and Cancellation of Institutions and Responsible Persons

Fourteenth the highest authority of this group is the member congress, and the functions and powers of the member congress are:

(a) to formulate and amend the articles of association;

(2) Electing and dismissing directors;

(three) to consider the work report and financial report of the Council;

(four) to formulate and revise the membership fee standards;

(5) Deciding to terminate.

(six) to decide on other major issues.

Fifteenth members' congress must be attended by more than two-thirds of the members' representatives.

Open, its resolution must be passed by more than half of the members present.

Article 16 Members' congresses are held every four years. Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the board of directors, reported to the competent business unit for review, and approved by the association registration authority. However, the longest extension shall not exceed 1 year.

Article 17 The Council is the executive body of the members' congress, which leads the group to carry out its daily work during the intersessional period and is responsible to the members' congress.

Article 18 The functions and powers of the Council are:

(a) to implement the resolutions of the members' congress;

(two) to elect and recall the chairman, vice chairman and secretary general; To elect and recall executive directors;

(three) to prepare for the convening of the members' congress;

(four) to report the work and financial situation to the members' congress;

(five) to decide to absorb or recall members;

(6) Deciding to establish offices, branches, representative offices and entities;

(seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;

(eight) to lead the work of this group;

(nine) to formulate internal management system;

(ten) to formulate the annual work plan of the association;

(eleven) recommend, select and reward outstanding scientific and technological achievements, outstanding popular science works and outstanding scientific and technological talents, and commend activists who are enthusiastic about social work;

(twelve) to decide on other major issues.

Article 19 The board of directors shall be convened only when more than two thirds of the directors are present, and its resolutions shall take effect only when more than two thirds of the directors are present.

Article 20 The Council shall convene a meeting at least once a year, and it may also be convened by means of communication under special circumstances.

Article 21 The Group shall establish a standing council. The Standing Council is elected by the board of directors, and exercises the functions and powers of Article 18 (1, 3, 5, 6, 7, 8 and 9) when the board of directors is not in session, and is responsible to the board of directors (the number of standing directors shall not exceed 65,438+0/3 of the number of directors).

Article 22 The Standing Council shall be convened only when more than two-thirds of the executive directors are present, and its resolutions shall take effect only after being voted by more than two-thirds of the executive directors present at the meeting.

Twenty-third meetings of the Standing Council shall be held at least once every six months, and may be held in the form of communication under special circumstances.

Twenty-fourth the chairman, vice chairman and secretary general of this group must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality;

(2) It has great influence in the business field of the Group;

(3) The chairman and vice-chairman shall not be over 70 years old;

(4) The highest post-holding age of the Secretary-General is no more than 62 years old, and the Secretary-General is full-time;

(5) Being healthy and able to stick to normal work;

(6) Having not been subjected to criminal punishment of deprivation of political rights;

(7) Having full capacity for civil conduct;

(8) Democratic work style and strong team spirit.

Twenty-fifth the chairman, vice-chairman and secretary-general of this group are over the maximum working age, and they can only take up their posts after being approved by the Council, reported to the competent business unit for examination and approval, and approved by the registration authority of the association.

Article 26 The term of office of the chairman, vice-chairman and secretary-general of this group shall be four years, and the longest term shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it must be approved by more than two-thirds of the general meeting of members, reported to the competent business unit for review, and approved by the registration administration organ of the association before taking office.

Article 27 The chairman of the group is the legal representative of the group, and the legal representative signs relevant important documents on behalf of the group. If it is necessary for the vice president or the secretary-general to be the legal representative due to special circumstances, it shall be reported to the competent business unit for examination and approval before taking up the post. The legal representative of this group does not concurrently serve as the legal representative of other groups.

Article 28 The chairman of this group shall exercise the following functions and powers:

(a) to convene and preside over the Council and the Standing Council;

(two) to check the implementation of the resolutions of the members' congress, the Council and the Standing Council.

Article 29 The Secretary-General of this group shall exercise the following functions and powers:

(a) to preside over the daily work of the office and organize the implementation of the annual work plan;

(2) Coordinating the work of branches, representative offices and entities;

(3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Council or the Standing Council for decision;

(four) to decide on the employment of full-time staff of offices, representative offices and entities;

(5) Handle other daily affairs.

Chapter V Principles of Asset Management and Use

Thirtieth sources of funds for this group:

(1) membership fees;

(2) donation;

(3) government funding;

(4) Income from activities or services provided within the approved business scope;

(5) interest;

(6) Other lawful income.

Thirty-first this group collects membership fees in accordance with the relevant provisions of the state.

Article 32 The funds of this group must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.

Article 33 The Group shall establish a strict financial management system to ensure that the sources of funds are legal, true, accurate and complete.

Thirty-fourth this group is equipped with accounting personnel with professional qualifications, and accounting personnel may not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 35 The assets management of this group must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.

Article 36 Before a group changes or changes its legal representative, it must accept the financial audit organized by the organization registration authority and the competent business unit.

Article 37 No unit or individual may occupy, privately divide or misappropriate the assets of this group.

Article 38 The wages, insurance and welfare benefits of the full-time staff of this group shall be implemented with reference to the provisions of relevant state institutions.

Chapter VI Procedures for Amending the Articles of Association

Thirty-ninth amendments to the articles of association of this group must be approved by the Council and reported to the members' congress for deliberation.

Article 40 The revised Articles of Association of the Organization shall come into effect within 15 days after it is adopted by the members' congress, agreed by the competent business unit and approved by the organization's registration authority.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 41 If a group completes its purpose or is dissolved or needs to be revoked due to division or merger, the Council or the Standing Council shall propose a motion for termination.

Article 42 A motion to terminate this group must be voted on by the members' congress and reported.

Examination and approval by the competent business unit.

Forty-third before the termination of this group, a liquidation organization must be established under the guidance of the competent business unit and the relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Forty-fourth this group shall terminate after the cancellation of registration by the association registration authority.

Forty-fifth after the termination of the group's remaining property, under the supervision of the competent business unit and the group registration authority, in accordance with the relevant provisions of the state, for the development of undertakings related to the purpose of the group.

Chapter VIII Supplementary Provisions

Article 46 The Articles of Association was adopted by the seventh general meeting of members on June 4, 2008.

Article 47 The right to interpret the Articles of Association belongs to the Council of the Organization.

Article 48 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
