On the evening of May 27th, Weibo, the official of Lu 'an Public Security Bureau, issued the Circular on the Handling of Teachers' Rights Protection by Lu 'an Police. According to the circular, more than 40 teachers from some schools in jin an district and Yu 'an District of Lu 'an City gathered at the south gate of Lu 'an Municipal Government to petition for treatment and other issues. After receiving the police, Lu 'an Public Security Bureau organized police to persuade and dispose of it. Some petitioners gathered at the south gate of the municipal government and did not listen to the staff's persuasion, which seriously disrupted public order. Later, when the police repeatedly advised him to leave, the public security organs took several offenders away from the scene according to law, and all of them were brought back by the head of their school before 3 pm that day.
This is not the first time that a similar incident has occurred in Anhui Province. On the morning of 2017165438+18, about 80 teachers from Anhui Chaohu No.4 Middle School collectively petitioned the Chaohu Municipal Government, demanding that they enjoy the same "one-time work reward" as local civil servants. Zhang Sheng, mayor of Chaohu City, met with the petitioners' representatives and said that he would fully absorb the teachers' reasonable suggestions and give them proper treatment. The petitioner expressed his approval.
The Anhui Provincial Department of Education once wrote a report to the provincial government, entitled "Report of Anhui Provincial Department of Education on the One-time Work Award for Primary and Secondary School Teachers", which reported the petitions and handling results of Chaohu No.4 Middle School and the distribution of the "One-time Work Award" in various parts of Anhui.
The report shows that 13 cities in Anhui Province have given out one-time job rewards. However, according to the statistical table data of one-time job rewards issued by Anhui Education Department in 2065,438+07 and165,438+07 obtained by China News Weekly, Lu 'an includes municipalities directly under the central government, three districts and four counties. There is no one-time job reward, but in other cities, Huaibei, Maanshan, Suzhou, Bengbu, Xuancheng, Tongling, Fuyang, Huainan and Chuzhou have no one-time job reward at all.
The report said, "The average salary level of teachers should not be lower than or higher than that of national civil servants, and should be gradually increased. The Teachers' Law clearly stipulates this. The issuance of one-time work reward is directly related to the actual interests of teachers. At present, due to improper handling in some areas, it has become a prominent problem affecting the stability of primary and secondary school teachers. "
The report suggests that relevant departments and municipal and county governments should further implement the main responsibility and protect teachers' wages and benefits according to law. "In particular, when formulating a one-time job reward policy, we should implement teachers' wages and benefits according to law, actively and steadily choose the timing of payment, and eliminate the unfavorable factors affecting the stability of primary and secondary school teachers. "
Xie Guangxiang, then vice governor of Anhui Province, instructed in this report that the education department should attach great importance to it and guide all localities to handle it safely. In conjunction with the people's society and other relevant departments, we will study different guiding opinions on teacher awards under similar circumstances and deal with them according to the law and regulations.
Many teachers who participated in this activity told China Newsweek that most of the teachers in this activity came from township teachers in Jin 'an District and Yu 'an District. They said that Lu 'an had paid the one-time bonuses for teachers in the municipal and economic development zones at the end of 20 17 and May of 20 18 respectively, but the bonuses in other districts and counties were not paid.
This incident shows that the teacher reward incident in Anhui has not been completely solved. As of press time, the interview request of China Newsweek to Lu 'an Public Security Bureau and Education Bureau has not been answered.
