biographical notes
Qian was born in a noble family in Jiaxing, Zhejiang, ranking third. She was strictly disciplined by her father since she was a child. She just turned 10 and entered middle school. From 65438 to 0939, Qian entered the Department of Civil Engineering of Shanghai Datong University (later merged into Shanghai Tongji University) with the ideal of "being the first female engineer in China" and joined the Shanghai underground party. 1942, Qian and a male classmate, who retreated from Shanghai to the liberated areas of Huaibei, dressed as cousins to cope with the enemy's interrogation. And this male classmate is her lifelong companion Huang Xinbai. During his days in Huaibei Liberated Area, Qian served as a cultural teacher of Huaibei Party Committee, a teacher, trainer and instructor of Huaibei 450 Fengxian Middle School, and secretary of the Party branch of Jinan Branch. 1in the spring of 944, Qian, who was only 2 1 year old, was in charge of technical leadership. Since then, he has officially devoted himself to water conservancy.
1944 to 1950, Qian served as the chief of the water conservancy department of the Construction Bureau of Huaibei Administrative Office, the chief of the water conservancy engineering department of the Jiangsu-Anhui Border Region Government, the deputy minister of the transportation department of the East China Military Region, the director of the front engineering department, the deputy director of the Yellow River Affairs Bureau of Shandong Province and the secretary of the Party Committee. 1950 in March, 27-year-old Qian was promoted to vice minister of water resources of East China Military and Political Commission and vice minister of engineering department of Huaihe River Regulation Commission, becoming the youngest female minister in China. From 65438 to 0952, Qian was transferred to the vice minister of the Ministry of Water Resources, and later served as the deputy secretary of the party group of the Ministry of Water Resources. From 1967 to 1970, money was hit by the "Cultural Revolution". 1970 to 1974 served as deputy director and deputy minister of the revolutionary Committee of the Ministry of water resources and electric power. 1974 to 1988 as Minister of Water Resources and Electric Power and Party Secretary. 1988-2003, re-elected as the vice chairman of the 7th, 8th and 9th China People's Political Consultative Conference, and concurrently served as a member of the Party Group of China People's Political Consultative Conference.
Professor Qian is also a member of the 10th, 11th, 12th, 13th and 14th the Central Committee of the Communist Party of China. Deputies to the First to the Third National People's Congress; Vice Chairman of the Seventh to Ninth China People's Political Consultative Conference. 1997 was elected as an academician of China Academy of Engineering. In June 2000, he won the China Engineering Science and Technology Award. In March, 2004, he was awarded the honorary doctor of science degree at the169th degree awarding ceremony of the University of Hong Kong.
academic achievement
Professor Qian has been in charge of water conservancy and electric power work in China for a long time. He presided over the research, formulated a series of principles, policies and management measures for the development, utilization, management and protection of water resources in China, worked out the management plans for the Yellow River, the Yangtze River, the Huaihe River and the Haihe River basin and the medium-and long-term development outline for national water conservancy construction, presided over the drafting of the People's Republic of China (PRC) Water Law and the People's Republic of China (PRC) Water and Soil Conservation Law, and presided over the review and decision-making of a number of major water conservancy and hydropower projects. Participated in the research and solution of major technical problems in construction, presided over the feasibility demonstration of the Three Gorges Project, and edited and published China Encyclopedia Water Conservancy Volume and China Water Conservancy (Chinese and English versions).
