First, the purpose and significance of launching the "Shenzhen Labor Security Card"
At present, our city uses the social insurance certificate for Shenzhen employees issued by the former Municipal Social Insurance Administration. The scope of payment is limited to employees of enterprises, staff of institutions and retirees who participate in pension and medical insurance in this city. The coverage is narrow, and it only has the function of social insurance management and service, which is no longer suitable for the development needs.
In order to expand coverage, increase and improve functions and provide more efficient and convenient services for the masses, the Municipal Labor and Social Security Bureau decided to launch the Shenzhen Labor Security Card in May this year.
"Shenzhen Labor Security Card" is an upgraded version of "Shenzhen Employee Social Insurance Card", which not only carries the functions of the original social insurance management service, but also expands the functions of employment registration and unemployment registration. It is a major innovative measure for the labor and social security department to further strengthen social insurance and public employment management services, which is conducive to safeguarding the legitimate rights and interests of employees, improving the employment environment in our city, and is of great significance to building a harmonious Shenzhen.
Two, "Shenzhen labor security card" eight characteristics and benefits
First of all, it has many functions. One card is multi-purpose, supporting functions such as endowment insurance, medical insurance, industrial injury insurance, unemployment insurance, maternity insurance, housing provident fund, cooperative medical care for employees, employment registration, unemployment registration, public employment service, etc.
Second, the coverage is wide. Covers all employees employed in Shenzhen (including rural urban residents and workers participating in cooperative medical care), unemployed people with household registration in Shenzhen, retirees in Shenzhen and staff of government agencies and institutions. Compared with domestic twin cities, Shenzhen Labor Security Card has the widest coverage.
The third is compatibility. With the support of Shenzhen labor security information system, Shenzhen labor security card is compatible with Shenzhen employee social insurance card. Employees who already hold the social insurance certificate of Shenzhen employees do not need to replace the new card, and the old card has the same effect as the new card.

Employers and individuals can apply in the city social security service window according to relevant regulations; Cardholders can swipe their cards or apply for employment registration and other related personal businesses at the medical insurance agreed units and employment service outlets in the city.

At present, Shenzhen Labor and Social Security Information Network has been connected with the four-level labor and social security departments of cities, districts, streets and communities and more than 500 hospitals, community health centers and designated pharmacies in various ways, which can provide convenient and fast online services for cardholders nearby.
Sixth, the anti-counterfeiting ability is strong. The card surface design adopts a number of high-tech anti-counterfeiting technologies, which has strong anti-counterfeiting ability.
Seventh, strong business card printing ability. After the implementation of cooperative medical care for migrant workers in our city, a large number of migrant workers participating in cooperative medical care need to use credit cards for medical treatment. The new business card printing production line can produce 50,000 cards per day, which can meet the card-holding needs of migrant workers in a short time.
Eighth, the card surface is beautiful. The card surface design is beautiful and generous, with Shenzhen characteristics. The portrait adopts digital photos, and the production process is similar to that of the second-generation resident ID card (see the sample of Shenzhen labor security card).
Three, the introduction of "Shenzhen labor security card" is conducive to improving the management services for workers.
The "Shenzhen Labor Security Card" adds the functions of employment registration and unemployment registration, and forms a voucher that comprehensively records the employment, unemployment, payment and social insurance of workers throughout their lives. "Shenzhen Labor Security Card" will play an important role in providing employment management and services for workers and safeguarding their legitimate rights and interests.
First, it is conducive to the implementation of integrated employment management and services. There are some differences between migrant workers and registered residents in this city in enjoying labor security benefits, especially in enjoying public employment services. Under the new situation that the state requires to improve the urban employment environment of migrant workers and open public employment services to migrant workers, a new management model should be established, migrant workers and registered residents should use labor security cards in a unified way, and the employment management services of registered residents and migrant workers should be gradually integrated.
Second, it is conducive to ensuring that workers enjoy public services. Where the workers who are employed in Shenzhen apply for employment registration, the labor security department will issue the Shenzhen Labor Security Card, which is an effective and legal certificate for the workers' rights to apply for a job, recruit and settle down, and social insurance in Shenzhen. And can guarantee the right of workers to enjoy public services.
Third, it is conducive to improving the information management and service level of workers. The labor security card can track and manage the employment flow of migrant workers, comprehensively and deeply grasp the source, total amount and structure of migrant workers, provide basic information of human resources for the government to adjust population policy, strengthen urban management and formulate industrial policies, and lay a foundation for strengthening the management and service of migrant workers.
Fourth, it is conducive to safeguarding the legitimate rights and interests of workers. With the introduction of the labor security card, the labor security department can dynamically monitor all aspects of the enterprise's employment behavior, including employment registration, wage payment, social insurance payment and so on. Strengthening the pre-control of enterprise employment and ensuring the government's monitoring of migrant workers' employment from the source will not only help to dynamically grasp the employment situation of migrant workers, but also help to prevent enterprises from recruiting and hiring indiscriminately, safeguard the legitimate rights and interests of migrant workers and establish harmonious and stable labor relations.
At present, Shenzhen Labor and Social Security Bureau is making intensive preparations before issuing cards, and the supporting computer card management system is also under development.
The Municipal Labor and Social Security Bureau attached great importance to this work, and Director Guan Lingen asked the Shenzhen Labor and Social Security Card to run quickly and with first-class level, and put it into use in May to better serve the masses and society.
At present, more than 3 million social security cards for employees in Shenzhen have been issued, and it is planned to issue 1 10,000 social security cards for employees in Shenzhen this year.
