Cai E, (1882- 19 16), a native of Hunan, studied under Liang Qichao, Tan Sitong, Tang et al. Enlightened by the reform thought, he tried to promote the country's progress through reform and improvement. In his later years, he devoted himself to the study of European and American constitutionalism, and the reputation of recreating a Republic caught up with Washington. Cai E is not only a great soldier with outstanding military achievements, but also an outstanding thinker, educator and democratic revolutionary in modern China. At the age of 20, he translated and introduced the Yearbook of Public International Law and zhina's Secularism to China, and also participated in the writing of Revolutionary Army. At the age of 28, he completed the Quotations of Zeng Hu Soldiers. Later, Cai E's student subordinates produced two marshals and a dozen generals. He personally founded the Yunnan Army, and first proposed "soldiers do not belong to the party", "civil war is dishonorable" and "nationalization of the army"
