From 65438 to 0960, he was transferred to Dongxihu District, and served as Party Secretary of Xingou Farm, Director of Organization Department of District Committee and Deputy Secretary of District Committee. From 65438 to 0978, Hannan Farm Administration was transferred to Party Secretary and Director. During his work in Hannan, he conscientiously implemented the line, principles and policies of the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, continuously deepened the reform of rural economic system, and actively promoted the contract responsibility system of joint production. Pilot family farms in state farms, vigorously develop all kinds of specialized households in rural areas, organize the overall situation to actively develop rural resources, adjust the industrial structure, and promote the rapid development of animal husbandry and aquaculture, as well as bureaus, farms and township industries. He made great contributions to the establishment of Hannan District, the rapid development of Hannan economy and the improvement of people's living standards in Hannan.

During the period of 1983, once-in-a-century floods occurred in the Yangtze River and Hanjiang River, endangering the lives and property of people in Hannan. He will always be a revolutionary youth, putting the people's most fundamental interests first, commanding flood fighting in the front line despite illness, mastering water conditions, checking risks on the spot, making decisive decisions and supervising wars on the spot. Under the wind, rain and scorching sun, he persisted for more than 20 days and nights to ensure the safety of dikes in flood season. He died in 1984 and 10 at the age of 55.
