(1) resettlement method:
(1) It is planned to adopt a combination of examination, sunshine placement, two-way selection and mandatory distribution to allocate resettlement for demobilized military cadres.
Provincial units (including central units stationed in Yunnan, the same below) and states (cities) with heavy resettlement tasks allocate demobilized cadres by means of examination and sunshine resettlement, and the remaining states (cities) can flexibly choose the corresponding distribution methods according to the actual situation.
Take the examination and assessment, sunshine placement, demobilized military cadres at or above the regimental level only take the examination, and demobilized military cadres at or below the battalion level and professional and technical positions take the examination and assessment.
The ranking of comprehensive performance is only used as the basis for selecting the order of receiving units in the resettlement process of demobilized military cadres, not as a standard to measure their comprehensive quality and working ability.
(2) Demobilized military cadres of provincial units who need to work can apply for special topics on the premise of completing the annual resettlement task of their own units, and the provincial military transfer office will adjust the resettlement as appropriate. After the resettlement of provincial units has basically ended, demobilized military cadres who have not yet determined the receiving units and are willing to resettle in provincial units will be assigned and resettled in the remaining plans of provincial units after the provincial military transfer office has solicited opinions from military organizations.
(3) I submit a written application to the demobilized military cadres who voluntarily settle in the enterprise and reach a settlement intention with the receiving enterprise, and the receiving enterprise issues an acceptance letter to the resettlement department of the resettlement place, and directly allocates resettlement after examination and approval.
(4) The principle of "combining learning with application, teaching according to needs, and paying attention to actual effect" shall be applied in the training of demobilized military cadres, and the method of unified planning, centralized organization and piecemeal implementation shall be adopted.
Training is divided into two stages: pre-job adaptive training and post-job professional training. Adaptive training includes centralized training and online training, and the training time is not less than 2 months in principle. Training opportunities should be carried out after the local audit of demobilized military cadres' files and before the resettlement of demobilized military cadres, and the provincial army will be transferred to a unified organization. Professional training is arranged after demobilized military cadres report to the resettlement unit, and the training time is 1 month, which is organized and implemented by the receiving resettlement unit.
(2) Examination and assessment:
The examination is organized by the provincial army, and no examination materials are specified. The content is divided into two subjects: administrative professional ability test and application, both of which are scored according to 100. Who meet the provincial units below the battalion level and professional and technical job placement conditions of demobilized cadres, must take the exam. Demobilized military cadres who voluntarily give up the examination or are disqualified from the examination in accordance with the relevant provisions shall have their examination scores calculated as zero.
The assessment is quantified according to the files of demobilized military cadres. The assessment results shall be signed and confirmed by the demobilized cadres themselves, stamped with the seals of the discipline inspection and cadre departments of the army (provincial public security department) after publicity without objection, loaded into their files and handed over to the provincial army for transfer.
After the examination, the ranking order shall be determined by the provincial army transfer office in the order from high efficiency to low score, respectively, according to the positions of demobilized military cadres at regimental level, positions below battalion level and professional and technical positions of demobilized military cadres.
Demobilized cadres at regimental level are ranked according to the assessment results, and demobilized cadres at posts below battalion level and professional and technical posts are ranked according to the comprehensive assessment results (the calculation method of comprehensive assessment results is: assessment results account for 40% of the comprehensive assessment results, and assessment results account for 60% of the comprehensive assessment results, that is, comprehensive assessment results = assessment results ×40%+ assessment results ×60%). Test scores or comprehensive test scores are the same, according to the position, service time, length of military service, education order to determine the ranking order. Examination results, assessment results, comprehensive results and ranking order are publicized in military organs and demobilized cadres. Performance ranking is only used as the basis for selecting the selection order in the resettlement process of demobilized cadres, not as the basis for measuring their comprehensive quality and working ability.
Provincial units in the qualified candidates, according to the ranking order, choose demobilized cadres. Demobilized cadres who have not been transferred shall, in the remaining resettlement plan of provincial units, choose resettlement units independently again according to their ranking order.
After selecting the transfer link, demobilized cadres who are willing to continue to be resettled in provincial units will be allocated in the remaining resettlement plan of provincial units. Under the premise of completing the resettlement plan, the provincial units can receive demobilized military cadres who have been resettled beyond the plan because of their work needs, and can make a written request, and the provincial military transfer office will adjust the resettlement as appropriate.
If the cumulative deduction score exceeds the sum of individual basic points and bonus points, the assessment score shall be calculated as zero.
Demobilized cadres who hold administrative positions and professional and technical positions shall be assessed and scored according to the types of jobs they have reported.
The deadline for scoring length of military service, post and service in remote and hard areas is March 3 1 of the year when the job transfer is approved. The original working hours of demobilized cadres enlisted for the second time are not included in the length of service in length of military service and remote and hard areas. Demobilized cadres enlisted by local college students are not included in the calculation of length of military service.
If there is no punishment record in the file, if it is reported and verified to be punished, the punishment will be doubled according to the corresponding deduction points. For those who resort to deceit and attempt to get extra points, after being reported and verified, in addition to canceling the extra points, they will also be punished accordingly.
According to the unified examination results and assessment results, the comprehensive scores of demobilized military cadres are calculated as the basis for the resettlement of demobilized military cadres.
