Guo's commutation case involves Guo Wanpu, the father of Guo, a retired employee of China Institute of Atomic Energy. Guo Wanpu's son Guo was sentenced to life imprisonment for killing his girlfriend. Guo Wanpu bowed respectfully to the presiding judge and thanked the court for giving his son a fair judgment.

In September 2020, the Supervision Committee of the Beijing Municipal Commission for Discipline Inspection reported on WeChat that on February 24, 2005, Guo was sentenced to life imprisonment for intentional homicide. After nine commutes, he was released from prison on July 24, 20 19. At about 5 o'clock on March 4, 2020/KLOC-0, when Guo was shopping in the supermarket, he violated Duan Moumou, who was prompted to wear a mask correctly, causing Duan Moumou to be injured and die. After the incident, public opinion strongly demanded that Guo's intentional injury be severely punished, and strongly questioned the effectiveness of his repeated commutation and reform.

Participate in the case

Guo Wanpu directly asked Wang Naicong (then the instructor of Chaobai Prison) to give him a gift, let him take care of Guo's life in prison and help him quickly reduce his sentence. Wang Naicong illegally arranged for Guo to hold a number of positions conducive to commutation, illegally arranged meetings, and privately transferred letters for Guo.

Guo Wanpu (salesman of Beijing Yilin Shunkang Technology Development Co., Ltd.) and Wang Yu (legal representative of Beijing Yilin Shunkang Technology Development Co., Ltd.) repeatedly asked Liu Yongqing (then member of the Party Committee and deputy director of Qinghe Branch of the Municipal Prison Administration) to give cash, and asked Liu Yongqing to take care of Guo when his sentence was reduced.
