1926 graduated from Tokyo Fine Arts School and took an active part in painting activities after returning to Taiwan Province. Before the age of 30, he made his mark and was often selected and awarded in important official exhibitions such as "Taiwan Exhibition" and "Emperor Exhibition". Besides, together with other Taiwan Province painters, he organized groups such as "Chi Dao Society" and "Sun Art Society" to learn from each other. After the defeat of Japan, he moved to Taipei, where he not only trained talents, but also continued to create. Until his death, there were still paintings in progress on the easel.

Mr. Liao's personality is simple and plain, but in his paintings, he often conveys a bold and clear lively artistic conception through bright colors. His style is most closely related to post-impressionism and fauvism in the west, which laid the foundation for his student days. But the painter's keen sense and grasp of color makes him stand out, and he can be said to be a "color magician". In the landscape of "fresh water" and "new park" he repeatedly described, all kinds of strong pigment boxes are juxtaposed in the painting, reflecting each other and producing a fresh vitality.
