Liu Yong was a scholar in the 16th year of Qianlong (175 1), and later passed the Guangdong provincial examination as an examiner. The following year, he was transferred to Jiangsu to study politics. 1763 was promoted to Taiyuan magistrate, and was sentenced to probation for his subordinates embezzling treasury silver. The following year, he was pardoned by Emperor Qianlong and returned to Beijing.
After his father died, he returned to his hometown in Shandong to keep the system. In the forty-second year of Qianlong (1777), he was appointed as the examiner of Jiangnan Provincial Examination and became a political scholar in Jiangsu. In the second year of Jiaqing (1797), he was awarded a bachelor's degree in Ti Renge and was ordered to go to Shandong to try a case. In the fifth year of Jiaqing (1800), he added the title of Prince Shaobao to help Xiao Shenyang and his followers deal with cases of corruption, corruption and ultra vires. In the sixth year of Jiaqing (180 1), he served as the president of Huidian Pavilion. In the eighth year of Jiaqing (1804), Liu Yong died at the age of 85.

Liu Yong, Ji Yun and Xiao Shenyang are also called the three main halls of Qianlong Dynasty. According to legend, he is smart and capable as an official and is called "Liu" among the people. It is also pointed out in historical materials that Emperor Jiaqing once called Liu Yong "Liu Tuozi", which became the source of "Liu Luoguo". But Liu Yong was an old man in his eighties at that time. It was natural to bend over, which did not prove that Liu Yong was a "trap".
