Autonomous Regulations of Qingyuan Manchu Autonomous County
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of the Constitution of People's Republic of China (PRC) and the Law of People's Republic of China (PRC) on Regional National Autonomy and in combination with the political, economic and cultural characteristics of Qingyuan Manchu Autonomous County (hereinafter referred to as the Autonomous County). Article 2 Autonomous County is a place where Qingyuan Manchu implements regional autonomy and belongs to Fushun City, Liaoning Province.

The organs of self-government of Autonomous County are located in Qingyuan Town. Article 3 The organs of self-government shall exercise the functions and powers of local state organs at the county level according to law, and at the same time exercise autonomy.

The organs of self-government of autonomous counties put the overall interests of the country in the first place and actively complete various tasks assigned by state organs at higher levels.

Autonomous counties enjoy preferential treatment given by state organs at higher levels to ethnic minority autonomous areas. Article 4 The people's congresses of autonomous counties shall, according to the characteristics and needs of autonomous counties, formulate separate regulations, which shall be implemented after being approved by the Standing Committee of the provincial people's congress. Article 5 The organs of self-government of autonomous counties shall, on the premise of not violating the principles of the Constitution and laws, adopt special policies and flexible measures according to local characteristics and needs, and independently arrange and manage local economic, cultural and social undertakings.

If the resolutions, decisions, orders and instructions of the state organs at higher levels are not suitable for the actual situation of the autonomous county, the organs of self-government may, after being approved by the state organs at higher levels, flexibly implement or stop implementing them. Article 6 The organs of self-government of autonomous counties maintain and develop socialist ethnic relations of equality, unity and mutual assistance. Discrimination and oppression against any ethnic group are prohibited, and acts that undermine ethnic unity and create ethnic divisions are prohibited.

The organs of self-government guarantee that citizens of all ethnic groups in the region have the freedom to use and develop their own spoken and written languages and to maintain or reform their own customs and habits. The organs of self-government of seventh autonomous counties guarantee the freedom of citizens of all ethnic groups to believe in religion and not to believe in religion.

The organs of self-government manage religious affairs and activities according to law. It is forbidden to use religion for illegal activities.

Religious groups and religious affairs in Autonomous County are not dominated by foreign forces. Article 8 The organs of self-government of autonomous counties, under the leadership of China, lead the people of all ethnic groups in the county, implement the Party's basic line, work hard through self-reliance, concentrate on socialist modernization, and build autonomous counties into ethnic autonomous areas with national unity, economic prosperity and rich people. Chapter II Organs of Self-government Article 9 The organs of self-government of autonomous counties are county people's congresses and county people's governments.

Autonomous County People's Congress is the local organ of state power in Autonomous County. Its permanent organ is the Standing Committee of the Autonomous County People's Congress. Tenth deputies to the people's congresses of autonomous counties are directly elected by voters according to law. Among the representatives, the proportion of Manchu representatives should be adapted to the proportion of Manchu population. The Han nationality and other ethnic minorities should also have an appropriate number of representatives.

The number of deputies to the people's congresses of autonomous counties and townships (towns) and the proportion of deputies of all ethnic groups shall be determined by the Standing Committee of the people's congresses of autonomous counties according to law. Eleventh Autonomous County People's Congress Standing Committee, elected by the Autonomous County People's Congress from among the deputies, a chairman, vice chairmen and members. Manchu citizens serve as directors or deputy directors. Among the vice-chairmen and members, Manchu citizens should have an appropriate number of places. Twelfth Autonomous County People's Government is the executive organ of the Autonomous County People's Congress and the local state administrative organ of the Autonomous County. Thirteenth Autonomous County People's government is composed of county magistrate, deputy county magistrate, committee director, office director and director. The county magistrate is a Manchu citizen. Among other members of the government, Manchu citizens should account for an appropriate proportion.

Autonomous County People's government to implement the county magistrate responsibility system. Article 14 The organs of self-government of autonomous counties shall, according to local characteristics and needs, adjust the institutional setup and staffing of the organs of self-government within the staffing quota approved by the state organs at higher levels and report to the people's governments at higher levels for the record. Article 15 The organs of self-government of autonomous counties shall, according to the needs of socialist construction, take various measures to train a large number of cadres at all levels and professional and technical personnel in science and technology, culture, education and management from local ethnic groups. Pay attention to training cadres and professionals among ethnic minorities and women. Article 16 The organs of self-government of autonomous counties encourage people of all ethnic groups to actively participate in various constructions of autonomous counties, and provide work subsidies to cadres and workers working in organs of self-government, institutions and enterprises. Those who have made outstanding contributions to the construction of autonomous counties shall be rewarded. Article 17 The organs of self-government of autonomous counties use the Chinese language when performing official duties. The official seal and plaque are written in Manchu and Chinese. Chapter III People's Courts and People's Procuratorates Article 18 People's courts and people's procuratorates in autonomous counties independently exercise judicial and procuratorial powers in accordance with the law. Nineteenth autonomous county people's court and the people's Procuratorate of the leading members and staff, there should be Manchu citizens. Twentieth autonomous county people's courts and people's procuratorates use Chinese language to hear cases and make legal documents. At the same time, minority citizens are guaranteed the right to use their own language in litigation, and translators are provided for litigants who are not familiar with Chinese. Chapter IV Economic Construction Article 21 The economic construction of autonomous counties shall, in accordance with the requirements of establishing a socialist market economic system, deepen reform, open wider to the outside world, do a good job in structural adjustment, rely on scientific and technological progress, give full play to the advantages of resources, expand the primary industry, optimize the secondary industry, vigorously develop the tertiary industry, cultivate the market, invigorate circulation, comprehensively revitalize the county economy and promote the sustained, rapid and healthy development of the national economy.
