First Dean: Zeng Xibin, male, Han nationality, 1938, born in party member, professor, a famous educator in Hunan Province. He used to be president of Hengyang Normal University, director of the National Higher Normal Education Research Association for a long time, member of Hunan University Evaluation Committee, member of Hunan University Teaching Quality Evaluation Committee, and chairman of Hunan Physics Society. 1992, approved by the State Council, enjoys special government allowance, and 1995 was rated as the national outstanding educator. From 2004 to July 2007, Professor Zeng Xibin became the first dean of the College.

Second Dean: Liu Ping 'e, female, born in 1947, Han nationality, party member, professor and researcher. He used to be the director and secretary of the Party Committee of ningyuan county Municipal Health Bureau, the deputy director of the Standing Committee of ningyuan county Municipal People's Congress, the president and secretary of the Party Committee of Lingling Health School, the first president of Yongzhou Vocational and Technical College, and the secretary of the Party Committee of Yongzhou Vocational and Technical College. On September 8, 2008, Liu Pinge became the second dean.

1991September, Hengyang zhongnan technical school was established.

In September, 1998, the school was renamed Hengyang Zhongnan Technical and Financial Management Secondary Vocational School.

1September 1999, the school was renamed as Zhongnan Science and Technology Financial Management School.

In September, 20001year, the school was renamed as Zhongnan technology and finance Management College.

In May 2004, the school was upgraded to Hunan Foreign Science and Technology Vocational and Technical College.

In March 2005, the school was renamed Hunan Vocational College of Science, Technology and Economy.

In May 20 14, the school was upgraded to Hunan Communications Engineering College (undergraduate).
