Cities are divided into prefecture-level cities and county-level cities. The prefecture-level cities in Yunnan are Kunming (enjoying deputy provincial treatment), Anning, Yuxi, Qujing, Zhaotong, Simao (Pu 'er), Lincang, Lijiang and Baoshan, and the county-level cities are Dali (Dali), Chuxiong (Chuxiong), mangshi (Dehong), Jinghong (Banna), Kaiyuan and Baoshan. Wenshan Prefecture, Honghe Prefecture, Dali Prefecture, Chuxiong Prefecture, Banna Prefecture, Dehong Prefecture, Nujiang Prefecture and Diqing Prefecture are equivalent to prefecture-level cities, and the governor and secretary of the state committee are cadres at the prefecture level. Unlike other prefecture-level cities, the governor of an autonomous prefecture must be an autonomous minority. For example, the governor of Nujiang Lisu Autonomous Prefecture must be Lisu.
