Why is the problem tricycle repeatedly banned?

The tricycle problem in Wenzhou has its historical reasons. "The original city is small, taxis and buses are underdeveloped, and tricycles are developed under this background. Later, the government also used this as a way to solve employment. " Tu Shen Ming said.

Since there is a legal tricycle operation, it is naturally safer to have a "fake" with the same shape.

But what really makes unlicensed tricycles grow is profit. It is understood that unlicensed tricycles mainly include assembled human tricycles (commonly known as "white egg car") and electric tricycles.

"The white egg car has no proper source, and we can ban it according to law. But this does not have much deterrent effect on them at all. " Tu Shen Ming said that a white egg car costs four or five hundred yuan, but a tricycle driver earns three or four thousand yuan a month, no less than a taxi driver. This car has been impounded, so you can easily buy another one.

After the white egg truck was seized and dismantled, some of it was reused through illegal channels. On September 17, 2008, the traffic police seized two dens for assembling white egg cars in the suburbs of Wenzhou. Among them, semi-finished frame 120, wheel 2 12, bucket 14, and a batch of manufacturing tools.

Electric tricycles are more harmful to traffic than white eggs, but the traffic police department can't detain them because their production and sales are legal. Traffic police departments generally impose fines on unlicensed motor vehicles in driving without a license, and generally impose fines on 200 yuan.

The difficulty of radical cure

The public's expectation for the tricycle renovation was reflected in the proposal of NPC and CPPCC members in Wenzhou.

In 2008, Zhou Youming, a member of Wenzhou CPPCC, pointed out that there were 1634 buses in Wenzhou, and the number of cars per 100 households was close to 25. Wenzhou has entered a "traffic jam era", and the disadvantages brought by human tricycles's operation are increasingly apparent.

Two countermeasures

How to solve the tricycle chaos in Wenzhou has always been the focus of Wenzhou people. From the first meeting to the third meeting of the ninth CPPCC in Wenzhou, more than 10 suggestions on tricycle supervision were received.

Two solutions are most frequently mentioned:

1. Taxis and buses are reduced in price.

The taxi in Wenzhou now starts at 4km, and the starting price is 10 yuan. It has been suggested that if taxis are transferred to 5 yuan at the starting price of 2km, most people will take taxis, which fundamentally cuts off the survival foundation of unlicensed tricycles.

Zhou Youming, a member of Wenzhou CPPCC, believes that the "bus priority" strategy should be implemented. Improve bus routes, appropriately reduce bus prices, and guide citizens to take public transportation.

2. No tricycles.

Yesterday, the relevant person in charge of Wenzhou Public Security Bureau believed that the biggest humanization of traffic management should be to ensure smooth traffic, and the overall order should not be affected because unlicensed and unlicensed tricycle drivers are vulnerable groups to protect their jobs.
