At the same time, implement support policies. Detailed implementation of land, finance, taxes and fees, examination and approval, civil water and electricity and other supporting policies, through government policies to guide the market multi-agent investment, multi-channel supply. The meeting demanded that all localities should implement their responsibilities and turn "I want to do it" into "I want to do it". It is necessary to determine the construction objectives and policies and measures of the 14 th Five-Year Plan, scientifically formulate the annual construction plan, and implement it in specific projects. And introduce implementation measures, implement various support policies, and promote the project to land as soon as possible. At the same time, the source of funds should be implemented, the existing channels of guarantee funds should be used as a whole, and financial subsidies from higher authorities and low-interest financial loans should be sought for support.
