Liu Zhicheng, born on March 3, 20071917, studied in Changchun Qiangzi School 1928 to 1930. 1933 In April, he joined the Communist Youth League. I participated in the December 29th Movement and graduated from Peking University. During the revolutionary period, he served as the director of Shandong Provincial Public Security Department and the first mayor of Changchun, and successively served as the director of Harbin, Shenyang, Changchun, Zhongchang Railway Bureau and Zhongchang Railway Bureau. 1950 Participated in the War to Resist US Aggression and Aid Korea and served as the commander of the China-DPRK United Front Railway Transportation Command. After returning to China, he served as vice president and dean of the Academy of Military Engineering, director of the Political Department of the Navy, and deputy commander of the Railway Corps. 1955 was awarded the rank of major general.
