Wu Guohua, born in June, 1957, is from Jiangdu, Jiangsu. This is members of the Communist Party of China (CPC). He graduated from Pushkin Russian Institute in Russian Federation, majoring in Russian literature, with a doctorate in Russian science. He used to be the deputy commander of the Rocket Army and died in Beijing on July 4, 2023 at the age of 66.

In addition, Wu Guohua also served as the head of the 582nd regiment of the 65th Army194th Division, with the rank of colonel, and graduated from the PLA Armored Forces Command College with a major in military command. He is also the chairman of Zhong Jun Hong Jun Group, the chairman of International Security Company of Coast Guard, the executive director of China Yongjunchuan Public Welfare Fund Management Committee, the executive director of China International Security Federation, and the senior researcher of academic committee of China Jingwei International Center.
