Audit stage: the town (street) or the competent unit is required to audit the submitted preliminary data, and the "sunshine messenger" of the town participates in the audit as a member without voting rights, among which the "sunshine messenger" must be composed of "two representatives and one member", representatives of the masses and personnel of special supervision institutions, and those who meet the minimum living allowance policy will be reported to the Municipal Civil Affairs Bureau with opinions. Those who fail to report within the time limit shall be deemed to be automatically cancelled.

Spot check and approval stage: the Civil Affairs Bureau conducts spot checks on the objects audited and reported by the town (street) or the competent department. After the spot check, the "sunshine messenger" of the bureau was invited to participate in the review, and the door-to-door examination and approval were concentrated to determine the minimum living allowance target. Nanxiong Civil Affairs Bureau successfully cleared 1094 households with 2,774 people who did not meet the requirements of urban and rural low-income households, accounting for about 20% of the city's low-income population.
