In late May, Caijing National Weekly learned exclusively from relevant ministries and commissions that the direction of strategic emerging industries has been further defined as 7 fields and 23 key directions. The "new seven fields" are "energy conservation and environmental protection, emerging information industry, biological industry, new energy, new energy vehicles, high-end equipment manufacturing and new materials".

"According to the current arrangement, this planning opinion will be issued in September, counting the time of scientific research projects during the period. If it is adjusted again, it will be too late in time. " A person involved in the planning of emerging industries told Caijing National Weekly.

This means that the framework of emerging strategic industries is basically a foregone conclusion.

Seven areas have emerged.

Since the beginning of 20 10, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance and the Ministry of Industry and Information Technology have jointly formulated and issued the draft of the Decision on Accelerating the Cultivation of Strategic Emerging Industries. After half a year's consultation, the main fields have been expanded from seven to nine, and now they are changed to seven, but the industrial contents of all seven fields have changed.

According to the reporter of Caijing National Weekly, the strategic emerging industry plan is initially scheduled to be introduced in September, and then specific development plans and supporting policies in various fields of the central and local governments will be introduced one after another.

This grand plan is regarded by people in the industry as the largest industrial plan initiated by China government after "4 trillion yuan". The plan aims to fundamentally change the development structure.

In the seven major areas, each major area has identified specific sub-items.

In terms of "energy saving and environmental protection", we will focus on breaking through high efficiency, energy saving, advanced environmental protection and recycling;

"Emerging information industry" will focus on the next generation communication network, Internet of Things, triple play, new flat panel display, high-performance integrated circuits and high-end software;

"Bio-industry" will mainly face biomedicine, bio-agriculture and bio-manufacturing;

Among the "new energy", nuclear energy, solar energy, wind energy and biomass energy will lead;

The main development directions of "new energy vehicles" that have attracted much attention before are plug-in hybrid vehicles and pure electric vehicles;

In the field of "high-end equipment manufacturing", it is proposed to focus on the development of aerospace, marine engineering equipment and high-end intelligent equipment;

"New materials" include two categories: special function and high performance composite materials.

Following the "Ten Major Industries Revitalization Plan", "Strategic Emerging Industries" is considered as another important measure to revitalize the economy. Because of the leading intervention of several ministries, the large-scale government investment since then has been widely expected by the market, so it is also considered as another large-scale industrial investment plan after the national "4 trillion" investment plan.

What is essentially different from the "4 trillion" plan is that this investment plan points to the fundamental transformation of China's development mode. Zhang said, deputy director of the National Development and Reform Commission, "The previous' 4 trillion investment plan' and' Top Ten Industry Revitalization Plan' were based on expanding domestic demand and strengthening infrastructure construction, combined with the transformation and upgrading of traditional industries, but now strategic emerging industries are turning to emerging industry projects."

At the same time, the formulation of strategic emerging industry planning is also linked with the "Twelfth Five-Year Plan" to be implemented next year. The National Development and Reform Commission also decided to focus on the development of strategic emerging industries in the Twelfth Five-Year Plan.

Version change

At the end of 2009, the determination of strategic emerging industries has just begun. At that time, the fields initially identified included seven industries: new energy, energy conservation and environmental protection, electric vehicles, new materials, new medicines, biological breeding and information industry.

Compared with the current seven directions, "high-end equipment manufacturing" has replaced "new medicine" and expanded "biological breeding" into "biological industry"; "New energy vehicles" include the original "electric vehicles", among which "plug-in hybrid vehicles" have been expanded.

Starting from 20 10, a document entitled "the State Council's Decision on Accelerating the Cultivation of Strategic Emerging Industries" began to solicit opinions from many ministries, local development and reform commissions and other relevant departments.

At the beginning of April, the ministries and commissions of the Inter-Ministerial Coordination Group for the Study of the Overall Ideas of Strategic Emerging Industries launched a national survey. The group consists of 20 departments including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology and the Ministry of Finance, and its office is located in the High-tech Department of the National Development and Reform Commission.

At the same time, a drafting group of strategic emerging industries planning documents was set up to study and draft the Decision of the State Council on Accelerating the Cultivation of Strategic Emerging Industries and the Twelfth Five-Year Plan for the Development of Strategic Emerging Industries.

In the process of soliciting opinions, it first expanded from the original seven fields to nine fields, adding two major fields: "civil aviation" and "marine engineering".

The constant changes in the above directions reflect the urgent mentality of all relevant fields to be included in industrial planning.

In the process of soliciting opinions, the marine industry was once optimistic. In the "Nine Fields" version, marine engineering is a separate project, while marine medicine and other projects are assigned to other major projects (for example, marine medicine is included in the "new medicine" category). Now "marine industry" is not listed separately, and "marine engineering" has also been cancelled and classified into other fields.

Zhao Gang, a researcher at the Institute of Science and Technology Development Strategy of the Ministry of Science and Technology, believes that after the introduction of the plan, several core issues need to be faced directly in the implementation process. The first is where the funds come from, and it is impossible for the government to invest in guiding funds. The second is where the technology comes from. If technology still depends on foreign countries, it will not change the situation of working for others and being at the low end of the industrial chain. The third is who will do it, the government or the enterprise; Fourth, who will stimulate industrial application from the market point of view?

"In the past industrial implementation process, it is precisely these core issues that have not received enough attention." Zhao Gang said.
