Chen,1born in February, 1943, was born in Shanghuan, Changle, Fujian. He studied in Qingqiao Primary School, Chengguan Primary School (now affiliated to Changle Normal School) and Fuzhou No.3 Middle School.

1961September joined the China People's Liberation Army.
