Fang, male, born in July 1963, from Chun 'an, Zhejiang Province, joined the work in August/984, and is a member of China Democratic National Construction Association. Graduated from Zhejiang University, majoring in political economy, master of economics, lecturer.

He is currently the deputy mayor of Huzhou.

He used to be a teacher of Huzhou Normal University, deputy director of the Municipal Commission for Economic Restructuring, vice chairman of the Municipal Commission for Economic Restructuring, deputy magistrate of Deqing County, vice chairman of the Democratic National Construction Association, assistant to the mayor, vice chairman and chairman of the Democratic National Construction Association. He is a member of the Ninth CPPCC, the Fifth Provincial Committee of the Democratic National Construction Association and the Standing Committee of the Sixth Provincial Committee. In May 2003, he served as deputy mayor of Huzhou.
