The secretaries of provincial party committees generally serve as directors of provincial people's congresses, but they generally do not serve as party secretaries of provincial people's congresses. Usually, the first deputy director and deputy ministerial level of the provincial people's congress will also serve as the party secretary of the provincial people's congress.

The secretary of the provincial party committee is the No.1 person of the China * * * provincial administrative region committee and the title of No.1 person of the provincial administrative region. This title has been used since the 12th National Congress of the Party (1982).
