The State Tobacco Monopoly Bureau, referred to as the State Tobacco Bureau, was established in 1984 and co-located with China Tobacco Corporation. Unified leadership, vertical management and monopoly management system shall be implemented for China tobacco industry, and centralized and unified management shall be carried out for "people, money, materials, production, supply, sales, internal, external and trade" of the whole industry.

Since the implementation of the tobacco monopoly system in China, with the correct leadership of the CPC Central Committee and the State Council and the strong support of local party committees and governments at all levels and relevant departments, we have given full play to the advantages of the industry management system, continuously deepened reforms, intensified monopoly law enforcement, promoted scientific and technological progress, and paid close attention to basic management, which has promoted the continuous improvement of economic benefits.
