The fifth time in 20 10.
On July 23rd, the Administrative Committee (district government) held the fifth office meeting of directors (district heads) on 20 10. Comrade Zhang Dayong presided over the meeting. Ma Weigang, Zhuang Guixiang, Zhang Wei, Sun, Liu, Yun and Liu attended the meeting. Zhao Zengguang, Liu Qi, Jiang Hongyan, Chai and comrades attended the meeting as nonvoting delegates. I. The meeting heard the report of the District Legislative Affairs Office on the management of government contracts.
The meeting pointed out that strengthening government contract management is the fundamental requirement of government administration according to law and an important guarantee for building a government ruled by law and a clean government. At present, the standardization of government contract management needs to be strengthened. All departments and units in the region should further enhance their awareness of administration according to law and standardize government contract behavior.
The meeting agreed in principle to the report of the District Legislative Affairs Office. Confirm:
(a) led by Comrade Zhuang Guixiang, gradually standardize and improve the government contract management mechanism. The Legislative Affairs Office of the District shall accurately locate, uniformly safeguard the functions of government administration according to law and comprehensive coordination, determine corresponding standards for contracts (agreements) involving national public resources in this region, and strengthen guidance, examination, supervision and filing.
(2) With Comrade Yun as the lead, coordinate the finance, land, taxation, legal system and other departments of the district to study and formulate supporting policies, preferential policies, standards and catalogues of investment projects, and on this basis, draw up a normative text of the contract (agreement), which should not only conform to the legal spirit and existing regulations, but also be conducive to attracting investment. This work is combined with preferential policies such as financial support projects of the government's preliminary research and the establishment of scientific and technological development support funds. At present, the relevant departments urgently need to sign investment projects.
They should be docked as soon as possible to meet the requirements of standard texts.
(3) Led by Comrade Zhuang Guixiang, the district legislative affairs office put forward suggestions, and the district organization and personnel department enriched four personnel for the district legislative affairs office in accordance with the cadre management authority procedures.
2. The meeting heard the report of the District Development and Reform Bureau on the problems reflected by industrial enterprises in the first half of the year.
The meeting pointed out that since the beginning of this year, all departments and units in the region have actively served enterprises, helped enterprises solve difficulties and problems in development, and promoted enterprises to achieve steady and rapid development. The economic development of the whole region showed a good momentum in the first half of the year. Recently, the 68th (enlarged) meeting of the Standing Committee of the Eighth Working Committee (District Committee) put forward new requirements for the development of service enterprises. All departments and units should conscientiously implement it, do everything possible to solve problems and contribute to the development of enterprises.
The meeting confirmed that,
(a) by the District Development and Reform Bureau is responsible for, will be determined by the director (district) office of the enterprise to reflect the problem of the division of responsibilities to inform the enterprises, in order to facilitate the work docking.
(two) the leaders of each responsible area should seriously study and solve the problems reflected by enterprises in conjunction with relevant functional departments to help enterprises accelerate their development. For problems that are really difficult and can't be solved for a while, we should study and put forward long-term solutions, explain the reasons to enterprises and reach a consensus.
(three) by the District Development and Reform Bureau in a timely manner to understand the progress of solving the problems reflected by enterprises, centralized summary report to the CMC (district government). The supervision room should strengthen supervision and regularly report the handling situation.
