At the meeting, Wang Xiliang listened to the report of the Municipal Development and Reform Commission on the newly started projects in the first quarter of the city and the progress reports of eight major projects, including Yunsi Smart Town, Baoneng Automobile Industrial Park, Ziguang Core Cloud, Baoxiangda Health Industrial Park and Greenland Wujiaba Headquarters Base, and "took the pulse" and "prescribed prescriptions" for the difficulties and problems in the progress of major projects one by one.
Wang Xiliang pointed out that the key to investment is to grasp the project. The whole city should firmly establish the idea of "project first", further change the work style, intensify the implementation of the work, effectively implement the decisions of "stable investment", make a good start for the steady economic growth of the city in 20 19, and lay a solid foundation for building a regional international central city.
Wang Xiliang stressed that the whole city should conscientiously implement the spirit of the Central Economic Work Conference, the Sixth Plenary Session of the Tenth Provincial Party Committee, the Provincial People's Congress and the Municipal Party Committee's Economic Work Conference, earnestly implement the decisions and arrangements of "stabilizing investment", quickly form a work situation of "grasping projects" in the city, and create a warm atmosphere of "catching up with learning". Leading cadres at all levels in the city should take the initiative to bend over, be good "shop assistants" and "waiters", sink to the project site, find and solve problems at the front line of the project, and fully serve the project construction.
Among the projects studied at the conference, Yunsi Smart Town Project with an investment of 52.5 billion yuan will become an industrial base for intelligent terminal manufacturing, IC-grade monocrystalline silicon wafer production, chip production and semiconductor packaging and testing, forming an integrated production line with an annual output of not less than 20 million intelligent terminals, an annual output of 6 million IC-grade large-size monocrystalline silicon production lines, and a production line for semiconductor discrete device chips or packaging and testing, so as to build a "Silicon Valley" in western China. Baoneng Automobile Manufacturing Project plans to build a 500,000-vehicle/year vehicle manufacturing base in two phases, including parts supporting project and new energy technology research center. Yunnan Baiyao Baoxiang Great Health Industrial Park is planned to be a national health industry development demonstration base and a high-end health recuperation and leisure resort base in Yunnan, focusing on the development of big health industries such as medical big data, smart medical care, Internet plus hospitals, health care, elderly care, healthy food and medical devices. It is planned to lay out five projects, including Peking University Yunnan Baiyao Tu Youyou Innovation Research Institute, First-class Medical College, Peking University Yunnan Cancer Medical Center, Yunnan Baiyao Rehabilitation Center and Yunnan Baiyao Orthopedic Clinical Medical Center. Wujiaba headquarters base project, the tallest building in Kunming, is 458 meters high, aiming to build a large-scale exhibition, shopping and leisure place, and a commercial gathering point of over 5A-level office area. These projects will start construction one after another this year.
