Article 12 The Communist Youth League of China is a unified whole organized according to democratic centralism. The basic principles of the democratic centralism of the regiment are:
(a) individual members obey the organization, the minority obeys the majority, and the subordinate organizations obey the superior organizations.
(2) The national leading organ of the Youth League is the National Congress of the Youth League and its Central Committee. The leading organs of local regiments at all levels are the congresses of the regiments at the same level and the committees of the regiments produced by them, and the committees at all levels of the regiments are responsible to the congresses at the same level and report their work.
(3) The leading organs of the Youth League at all levels, except the representative organs dispatched by them, are all elected.
(four) the leading organs at all levels of the regiment should always listen to and seriously deal with the opinions of the lower organizations and members; The lower organizations of the regiment should not only ask for instructions and report their work to their superiors, but also independently and responsibly solve problems within their own responsibilities. Organizations at all levels of the League should make members know more about and participate in the affairs of the League.

Thirteenth Communist Youth League committees at all levels can set up corresponding departments according to the needs of the work. Committees at or above the county level may send representative offices.
When the congresses at all levels of the League are not in session, the Party organizations at the same level and the organizations at higher levels of the League may, when they think it necessary, conduct joint research and, after reaching an agreement, mobilize or appoint the leaders of the League.
Article 14 The election of representatives and committees of the Communist Youth League at all levels shall reflect the will of voters. The election was held by secret ballot. Democracy should be widely promoted in the selection of candidates, and the list of candidates should be fully discussed. You can directly use the difference election method with more candidates than the number of candidates to be elected, or you can use the difference election method for pre-selection to generate a list of candidates, and then conduct an equal formal election. Voters have the right to know the candidates, the right to ask for the replacement of candidates, and the right to choose others instead of any candidate. No organization or individual may force voters to vote or not to vote in any way.
Full-time League cadres among the members and alternate members of the Central and Local Committees of the League are dismissed, and their members or alternate members are dismissed by themselves. The vacancy of members shall be filled by alternate members according to the number of votes, and the recall and replacement shall be confirmed by the plenary meeting.
Fifteenth Communist Youth League committees at or above the county level may hold a representative meeting when necessary to discuss and decide on major issues that need to be solved by the congress. The representative meeting may co-elect some members. The number of co-elected members and alternate members of the Committee shall not exceed one third of the total number of members and alternate members elected by the Congress at the same level. The number of deputies to the congress and the method for their formation shall be decided by the committee that convened the congress.
Article 16 The Central Committee of the Communist Youth League decides and uniformly deploys the work of the whole Communist Youth League.
Newspapers and other propaganda tools organized by league organizations at all levels must publicize the party's line, principles and policies, the resolutions and tasks of the superior organizations and organizations at the same level of the propaganda group, and reflect the opinions and demands of the youth.
3. Young people in China who have reached the age of 14 and are under the age of 28 may apply to join the Communist Youth League of China if they recognize the articles of association of the League and are willing to join an organization of the League and work actively in it, implement the resolutions of the League and pay the tour fee on time.
Members enjoy the following rights:
(a) to participate in the relevant meetings of the League and various activities organized by the League, and to accept the education and training organized by the League.
(2) Having the right to vote, to be elected and to be elected in this group.
(three) to participate in the meetings of the group and the discussion on the work of the group and the issues of concern to the youth in the newspapers and periodicals, to make suggestions on the work of the group, and to supervise and criticize the leading organs and staff of the group.
(four) if you have different opinions on the resolutions of the Communist Youth League, you can keep them on the premise of resolutely implementing them, and you can put them forward to the higher-level organizations of the Communist Youth League.
(five) to participate in the meeting to discuss the punishment of their own, and can defend themselves, other members can testify and defend for them.
(6) Making demands, appeals and accusations to any level of organizations or even to the Central Committee, and asking relevant organizations to give responsible answers.
Organizations and individuals at any level have no right to deprive members of their rights.
4. The flag of the Chinese Communist Youth League is red, symbolizing the victory of the revolution; The upper left corner is decorated with a yellow five-pointed star, surrounded by a yellow circle, symbolizing the close unity of the younger generation in China around China. The league flag can be used for important meetings and group day activities.
The contents of the emblem of the Chinese Communist Youth League are the league flag, gears, ears of wheat, the rising sun and its light, and the ribbon with the words "Chinese Communist Youth League" written on it. It symbolizes that the Communist Youth League, under the brilliance of Marxism-Leninism and Mao Zedong Thought, unites the youth of all ethnic groups in China and marches forward courageously in the direction guided by the Party. The organization and members of the group shall use the group emblem according to the regulations.
The name of the Chinese Communist Youth League is "Glorious, Chinese Communist Youth League".
Punishment is divided into: warning, serious warning, revocation of duties in the league, detention for observation, and expulsion from the league.

7. There is no fixed format for the application for joining the League, which generally includes: self-identification name, knowledge of the League, knowledge learned, determination and date of signature.
