There are Chinese in Singapore and Malaysia, and they may have learned Chinese from their ancestors/family members who immigrated from the previous generation since childhood (family members can't speak and listen to Chinese every day! )
But the official language of these two Southeast Asian countries is English, and English is their main communication language. /kloc-it is certain that 0/00% can speak English.
As for Chinese, these two countries also have classes to learn Chinese. They are called "China people"
So, more or less, these two countries can "at least" name some China people!
