Cadres at the official level are township-level officials. The administrative post level of national public officials is the most basic leadership level. National ministerial-level organs are divided into bureau-level and county-level organs. Local governments, provinces and autonomous regions have prefecture-level, county-level and township (street) levels, among which township (street) level and state organ level are equivalent units.
